Russia May Launch Anti-Terror Strikes

MOSCOW - Russia may use its strategic bombers to unleash preventive strikes against terrorists outside its borders, the commander of Russia's air force said Friday.



Gen. Vladimir Mikhailov's comments to the ITAR-Tass news agency aired on Friday were the most direct yet in Russia's rising rhetoric on attacking terrorists abroad. Mikhailov did not specify what targets the air force could potentially go after.


Defense Minister Sergei Ivanov and other top officials have said that preventive strikes against terrorists could involve all means except nuclear, but they never went into such specifics as suggesting the use of strategic bombers.


Neither the Soviet Union nor Russia have publicly conducted air strikes outside their borders with the exception of the war in Afghanistan (news - web sites). Soviet pilots flew missions in Korea and during the Mideast wars of the 1960s-70s, but that was done covertly.

Meanwhile, Russia's Federal Security Service said Friday that an Arab mercenary who was killed in southern Russia late last month was a top representative of the al-Qaida terror network in the troubled North Caucasus region, which includes Chechnya (news - web sites).


The dead man was identified last month as Akhmed Sambiyev, otherwise known as the "White Arab," and security officials said at the time of the killing that he was either Syrian or Turkish.


The Federal Security Service on Friday identified him as a Syrian called Marvan. He was killed on Nov. 25 when he put up armed resistance to arrest in the southern region of Ingushetia, which borders on Chechnya.


The security service's press office said that Marvan had been active in Chechnya beginning in 2000 and had been close to the late Arab militant leaders Khattab and Abu Walid. It said he was responsible for training young fighters, explosives training, and distributing money coming from foreign terrorist centers.

ethnic. Many Chechens and other Islamic Caucasian peoples fled from the Russian invasions in the 1870s and 1920s and went to the Middle East. Hence, "White Arab".

Russia’s parliamentary commission investigating the September Beslan hostage crisis has announced evidence of the involvement by a foreign intelligence agency, underlining earlier speculations that foreigners — not just Chechens — played a large role Russia’s worst terrorist attack, which claimed the lives of 330 people in a three-day siege.

“For the moment the evidence that we have of this involvement is indirect, so I consider it premature to name exactly which special service it is,” Interfax quoted commission head Alexander Torshin as saying.

Torshin, deputy speaker of the Federation Council, Russia’s upper house of parliament, said that “when we gather enough convincing evidence, we won’t hide it.”

Earlier the parliamentary commission sparked concern when it said that the truth about Beslan was “too scary” to reveal.

They may want to show off their new weapons in action, as the market for arms is likely to be quite hot for the foreseeable future. There is nothing for proving how effective weapons are like blowing up some people. It also shows Bush what he is up against if he tries to take on Putin.

These particular weapons: the Kh-555 (based on the old nuke tipped
Kh-55 a.k.a. "tomahawksky") and the brand new Kh-101,
are not exportable according to the provisions of the MCTR treaty
that Russia signed, since their range is superior to 300 Km.
(And you need a heavy bomber to carry them, the kind of aircraft
that no one today has except for the US and Russia)

However... it could serve as advertising by association for other
of Raduga's (that produces both these ALCMs) product line, or
for a future shorter ranged version of the Kh-101.

BTW, it is reported there is a nuke tipped version of the Kh-101,
the 5000 km ranged Kh-102. That one was developed with only one
enemy in mind...
