Ohio's 88 counties validated 121,598 provisional ballots out of 156,977 checked, throwing out about one in every five votes, according to an Associated Press tabulation.
Most boards mixed provisional votes with overseas votes and those cast on Election Day and then counted the entire group together to reach their final tally.

U.S. District Judge Edmund Sargus in Columbus on Friday denied the county's board of elections' request to stop the recount, a victory for the Green and Libertarian parties.
One of the groups that has requested the recount says the narrowing of Bush's margin increases the possibility that the election results could be changed.
"This just bolsters our case," said Blair Bobier, spokesman for the Green Party campaign. "Who knows what else will turn up when we examine the discarded ballots."
