11. Japan isn't simply going to deposit $500 million

into the account of Tsunami Asia-- this proposed figure, which is actually "UP TO 500 million dollars" (500,000,000 doru gendo), includes not only cash donations, but also "knowledge" and "human resources". In other words, Japan has (already) been dispatching experts who have experience in dealing with similar disasters (remember, Japan had its own tidal wave disaster 11 years ago and has also had some deadly earthquakes in the past few years). They are already on the scene in places like Sri Lanka, treating the wounded and administering vaccinations.
