C.I.A. Report Finds Its Officials Failed in Pre-9/11 Efforts -NYT

An internal investigation by the Central Intelligence Agency has concluded that officials who served at the highest levels of the agency should be held accountable for failing to allocate adequate resources to combating terrorism before the Sept. 11 attacks, according to current and former intelligence officials.

The conclusion is spelled out in a near-final version of a report by John Helgerson, the agency's inspector general, who reports to Congress as well as to the C.I.A. Among those most sharply criticized in the report, the officials said, are George J. Tenet, the former intelligence chief, and James L. Pavitt, the former deputy director of operations. Both Mr. Tenet and Mr. Pavitt stepped down from their posts last summer.

The findings, which are still classified, pose a quandary for the C.I.A. and the administration, particularly since President Bush awarded a Medal of Freedom to Mr. Tenet last month. It is not clear whether either the agency or the White House has the appetite to reprimand Mr. Tenet, Mr. Pavitt or others.

The report says that Mr. Pavitt, among others, failed to meet an acceptable standard of performance, and it recommends that his conduct be assessed by an internal review board for possible disciplinary action, the officials said. The criticism of Mr. Tenet is cast in equally strong terms, the officials said, but they would not say whether it reached a judgment about whether his performance had been acceptable. ........

2. Tenet deserves an award from Mr. *Bush, though I do not think it

should have been a Medal of Freedom.

Mr. Tenet, through his incompetence, contributed greatly to Mr. Bush's agenda - in which 911 was used as an excuse for every right wing proposal - and Mr. Bush's reelection (the WAR President). Of course, Mr. Bush contributed to his own success by not asking any questions when he was warned of an impending attack within the U.S.

and given the evidence that Tenet was known to feed Bush's hubris, for example, by telling him the WMD thing was a "slam-dunk..."

i think you can only conclude that Bush already knew the deal and required Tenet to "go along to get along."

I thought it was another part of the 911 Commission report they wouldn't release before the election. This is an internal CIA report. I believe they are two (out of how many?) different reports.

The agency is withholding a damning report that points at senior officials.
It is shocking: The Bush administration is suppressing a CIA report on 9/11 until after the election, and this one names names. Although the report by the inspector general's office of the CIA was completed in June, it has not been made available to the congressional intelligence committees that mandated the study almost two years ago.

"It is infuriating that a report which shows that high-level people were not doing their jobs in a satisfactory manner before 9/11 is being suppressed," an intelligence official who has read the report told me, adding that "the report is potentially very embarrassing for the administration, because it makes it look like they weren't interested in terrorism before 9/11, or in holding people in the government responsible afterward."

When I asked about the report, Rep. Jane Harman (D-Venice), ranking Democratic member of the House Intelligence Committee, said she and committee Chairman Peter Hoekstra (R-Mich.) sent a letter 14 days ago asking for it to be delivered. "We believe that the CIA has been told not to distribute the report," she said. "We are very concerned."

According to the intelligence official, who spoke to me on condition of anonymity, release of the report, which represents an exhaustive 17-month investigation by an 11-member team within the agency, has been "stalled." First by acting CIA Director John McLaughlin and now by Porter J. Goss, the former Republican House member (and chairman of the Intelligence Committee) who recently was appointed CIA chief by President Bush.

Let's face it, the CIA IG and ARB are just going through the motions. The Congressional Joint Committee and the 9/11 Commission, as well. Nobody rolled up the UBL cells in the U.S. before the attacks because Bush didn't order it when Tenet presented him with that option on several occasions.

From DCI downward, the Agency has fallen on its sword to protect POTUS. At the end of the day, that's its job, isn't it? In particular, George Tenet even committed perjury to cover up the August 24, 2001 meeting at Crawford with W, Rummy, Condi, Hughes, and Gen. Myers. GT perjured himself in his testimony before the Commission last March when he denied that meeting with Bush along with others in the weeks before 9/11 had even taken place. The public record held to the contrary, and Tenet got a pass as he had "misspoken." By the way, that was the day after the CIA finally watchlisted the Flt. 77 hijackers and two others whom the Agency had observed at the Kuala Lumpur Al-Qaida planning summit. Does anyone really believe that topic wasn't discussed during the August 24 get together at Bush's ranch? The next day, the White House press office quoted W as describing his meeting with Tenet, et al. as one of the longest in his memory thrashing out "a very important subject."
