During a news conference in Nairobi a day earlier, Powell had appeared to duck the issue. Sunday he said he had not been avoiding answering the question but had been careful to stick to "precise" wording, given that a U.N. commission is to report its findings on the issue on Jan. 25.

Powell was in Nairobi for the signing of a comprehensive peace agreement to end a separate, 21-year conflict in the south.
Diplomats say a north-south deal may be a model for Darfur, where the crisis has uprooted more than 1.6 million Darfuris and killed an estimated 70,000 people, mainly through malnutrition and disease, since last March.
