PORTLAND, Ore. - The first question is: Where is Leonard T. Bayard? The next question is: Who is Leonard T. Bayard? But the most important question may be: Does Leonard T. Bayard even exist?

The questions arise because the signature of a Leonard Thomas Bayard appears on the annual report of a Portland-based company, Bayard Foreign Marketing LLC, that was filed in August with the Oregon secretary of state.

CIA keeping mum

The CIA has declined to discuss the plane. But one retired CIA officer said he understood the Gulfstream had been operated by the Joint Special Operations Command, an interagency unit that organizes counterterrorist operations in conjunction with the CIA and military special forces.

An initial call was answered as "Baynard Foreign Marketing" by an operator who insisted she never had heard of Leonard Bayard. A second call two minutes later was answered as "Bayard Foreign Marketing" by a different operator, who said, "Mr. Bayard is away from his desk."

Premier Executive bought or leased the new Gulfstream V in 1999, FAA records show. The plane's original registration number, N581GA, would later be changed by the FAA to N379P, and again to 8068V.

Government records show, however, that Crowell is one of only nine companies, along with Premier Executive, that has Pentagon permission to land aircraft at military bases worldwide. The same day it transferred ownership of the Gulfstream to Bayard, Premier Executive sold an unmarked, 3-year-old Boeing 737 to Keeler and Tate Management LLC of Reno. That company's address is the same as that of the Reno law firm that incorporated it in October 2003, records show. Like Leonard T. Bayard, the only named principal in Keeler and Tate, one Tyler Edward Tate, also appears not to exist in any public records accessible by the Tribune.

JSOC units have reportedly been involved in a number of covert military operations over the last two decades. Some of these operations include providing assistance to Italian authorities during their search for kidnapped US Army Gen. James Dozier, participating in Operation Urgent Fury; the US invasion of Grenada, planning a rescue attempt of US hostages being held in Lebanon, rescuing hostages being held aboard the cruise liner Achille Lauro, participating in Operation Just Cause; the US intervention in Panama, directing US Scud hunting efforts during Operation Desert Storm, conducting operations in support of UN mandates in Somalia, and searching for suspected war criminals in the former Republic of Yugoslavia.

JSOC units regularly conduct training with similar units from around the world, and provide training to nations that request US support. JSOC has also provide support to domestic law enforcement agencies during high profile, or high risk events such as the Olympics, the World Cup, political party conventions; and Presidential inaugurations.

The full text of PDD-25 is reported to exempt the Joint Special Operations Command from the Posse Comitatus Act of 1878 18USC Sec.1385, PL86-70, Sec. 17. which makes it illegal for military and law enforcement to exercise jointly.

The 1st Special Forces Detachment-Delta and Hostage Rescue Team of FBI train together at the $80 million upgraded Range 19 in Ft. Bragg, NC. HRT also maintains an office at JSOC HQ at Pope AFB adjacent to Ft. Bragg. Both SFOD-D and HRT train together at Quantico, VA where they have exclusive use of a new airstrip with enlarged C-141 capability. 160 SOAR out of Ft. Campbell, KY flies SFOD-D/HRT to their city urban assault assignments.

7. Those names, especially Green Bay's own Wally Hilliard, are connected
to the flight schools attended by Atta and the rest of the 9/11 terrorists. Also to the Hamburg, Gremany al-Queda cell.

When we first saw the incriminating new photo of Hilliard, we wondered what had possessed him to be indiscreet enough to allow himself to be caught on camera strapping diamond-beveled Rolexes onto the wrists of Fidel Castro’s top aides in Havana Cuba…

Hilliard had a bag-full of them, we heard from one of his ex-employees. He was passing them out in Havana as tokens of his and his client’s esteem.

One again we asked a crucial question: Who is Wally Hilliard?

“Wally was manipulated by somebody with a lot of power,” international jack-of-all-trades Mark Shubin had said to us, in an interview at the Fort Lauderdale Executive Airport.

“He was blackmailed. Rudi was the one person who knew what was going in.”

Was that true? And if it wasn't... what was?

"Marx, Moroni... We're all just people, right?"

After attention was drawn to his flight school, and eventually to Hilliard himself, he portrayed himself as an innocent business investor, a retired-to-Florida businessman whose only link to the 9.11 tragedy was a purely incidental one…as an investor.

There is no information about where Mohammed was taken. But Pakistani officials said later that the United States believed that Mohammed, a Yemeni national, belonged to al-Qaida and had information about the October 2000 bombing of the USS Cole.

He says he was handed over to officials whom he thought were Americans, who flew him to Afghanistan, where he was shackled, beaten, injected with drugs and questioned about his alleged ties to the Al-Qaeda network.

Guilty until proven innocent?

"They asked a lot of questions - if I have relations with al Qaeda, al Haramain, the Islamic Brotherhood," el-Masri said in a recent interview with the New York Times. "I kept saying no, but they did not believe me."

He was released only five months later without charge, he says. Set free near the border in northern Albania, by the time el-Masri made his way back to Germany, his wife and children had gone to live with her mother in Lebanon.

"I feared the worst - I feared something happened to my family," he said.

Why a German citizen on vacation would be abducted by US authorities remains unclear. However, the similarly spelled name Khalid al-Masri is linked to a man with ties to Mohamed Atta -- one of the September 11 terrorist who lived for several years in the northern German city Hamburg.
