The incident on the route of Thursday's inaugural parade involved the driver of a red van who had threatened to set fire to gasoline in the vehicle.
Witnesses said they saw police approach the van with guns drawn. Authorities cleared people from the area and diverted traffic, tying up downtown roadways for blocks.
This afternoon's incident came on the first day of official events leading up to President Bush's second inaugural, which began this afternoon with a salute to members of the armed services by Bush and the first lady. Security across the city was on high alert for Thursday's ceremonies.
Shortly before 5 p.m., 15th Street remained closed in both directions along with Pennsylvania Avenue, New York Avenue and G and F streets at 14th Street.
