Updated: 6:14 p.m. ET Feb. 3, 2005WASHINGTON - A $170 million computer system intended to allow the FBI to better manage criminal and terrorism cases will have to be scrapped or require a lot of additional work, the Justice Department’s inspector general said Thursday.


Glenn Fine, the inspector general, blamed bad planning and management by the FBI for most of the problems encountered in the design of a system to move large amounts of investigative information into new digital databases that could be accessed throughout the FBI.

Known as the Virtual Case File, the system is supposed to give FBI agents and analysts an instantaneous and paperless way to manage criminal and terrorism cases.

“The VCF effort that began in June 2001 has been unable to meet the FBI’s case management needs,” Fine said in a report issued Thursday.

FBI Shuts Down Unclassified E-Mail System

WASHINGTON - The FBI said Friday it has shut down an e-mail system that it uses to communicate with the public because of a possible security breach.

The bureau is investigating whether someone hacked into the www.fbi.gov e-mail system, which is run by a private company, officials said.

"We use these accounts to communicate with you folks, view internet sites, and conduct other non-sensitive bureau business such as sending out press releases," Special Agent Steve Lazarus, the FBI's media coordinator in Atlanta, said in an e-mail describing the problem.

I just clicked on the link above www.fbi.gov. It's still up and the links to submit a tip, etc. are still active.

First they say it's too expensive. Then they say it's been hacked so they shut it down. An hour after that story breaks the site is up and running.

6. They are all different systems

The one that's too expensive (since it doesn't work) is a 'casefile management system'. The email system is somewhere offsite at a private company, and the website is separate from that.
