WASHINGTON - Vice President Dick Cheney (news - web sites) said Sunday the budget going to Congress this week was not prepared with a "meat ax," but that the administration found roughly 150 federal programs it believed can be cut or eliminated.



"We are being tight," Cheney said. "This is the tightest budget that has been submitted since we got here."

Cheney said the budget proposal President Bush (news - web sites) was submitted Monday increases spending on the military and homeland security, but overall keeps spending below next year's expected 2.3 percent increase in inflation.

The budget seeks savings from about 150 programs, including Amtrak, environmental protection, American Indian schools, farmers' subsidies and Medicaid, the federal-state health program for the poor and disabled.........

The US Government would need to borrow trillions of dollars over the next few decades to cover the cost of the private retirement accounts at the heart of President George Bush's plan to revamp social security, the Vice-President, Dick Cheney, has acknowledged.

In a TV interview on Sunday, Mr Cheney said the Government would have to borrow $US754 billion ($976 billion) over the next 10 years, and conceded that the price tag would involve borrowing trillions of dollars more in subsequent decades.
