Putin publicly blasted the embattled finance minister for his implementation of the monetization of benefits Monday, two days ahead of a no-confidence vote in the government called by 100 State Duma deputies, the newspaper said.
Putin used the opportunity of the regular Monday Cabinet meeting to upbraid Kudrin, who has accepted blame for the failure to make adequate cash payments to the country's 40 million pensioners, the paper said.
