Previously Untargeted Programs at Risk
68 Among Those Bush Seeks to Cut

President Bush's budget plan calls for elimination or drastic reduction 68 federal programs that he has never targeted before, including vocational-education grants, emergency medical services for children and assistance to local law enforcement agencies, according to a list the White House released yesterday.

The 68 programs are among 154 the Bush administration singled out for termination or major reduction to help restrain spending in the $2.57 trillion budget for fiscal 2006 he sent to Congress on Monday. Many of the 154 were recycled from previous budgets that Congress rejected before and they are unlikely to be accepted this year either.

But Bush went beyond the perennial cuts to take aim at a range of other federal services that for the first time he deemed ineffective or inessential, focusing mainly on education, health, social services and law enforcement. The 68 new targets will help shape the contours of the budget battle set to begin on Capitol Hill as lawmakers from both parties prepare to pick apart the Bush plan and rally behind favored programs.

The White House released the list of program cuts in response to congressional requests, sending it to lawmakers late on a Friday afternoon, when it would receive relatively little attention heading into the weekend.

WASHINGTON (Reuters) - President Bush's quest to cut or eliminate as many as 150 federal programs will reduce funding for state and local homeland security grants, job training and several education programs, the White House said on Friday.

The White House issued 233 pages of documents giving specifics on how Bush would meet his goal of limiting the growth of discretionary spending for fiscal 2006 to 2.1 percent -- less than the rate of inflation.

Bush had promoted plans to cut or eliminate 150 programs in his State of the Union address on Feb. 2.

His $2.57 trillion budget, released on Monday, showed nine of the 15 Cabinet agencies would see cuts but didn't spell out all the programs slated for reductions.

And post in the little section at the bottom where it says ((post/read messages)

I wonder what else is in his budget. I am curious just who is GETTING our tax payer dollars and how it is being spent.

11. a co-worker asked me what a "compassionate conservative"
really was -- she was familair with the term -- but what does it really mean

basically it's just a warm-fuzzy -- but in practice it's a different matter

here's how I explained it:

a man is walking down the street and falls into a deep hole -- try as he might, he can't climb out and starts calling for help

a second man (the compassionate conservative) hears the cries for help and goes over to the hole.

the second man says "Gee I'm sorry you fell into the hole", (this is the compassion part), "but it's your own damn fault, get yourself out of the hole" (that's the conservative part). The second man then walks away muttering about how people have to help themselves and stop looking for handouts
