Spanish vote on EU constitution

The people pf Spain are voting in a referendum on the EU constitution in the first of a series of European polls on the constitutional treaty.

Correspondents in Madrid say a steady stream of people have been voting, but overall turnout is expected to be low. Spanish voters are expected to endorse the constitution, but parliament makes the final decision on ratification.

All 25 EU members must ratify the constitution by November 2006 before it can come into force.

Polls opened at 0800 GMT. Voters are asked to answer the following question: "Do you approve the treaty establishing a constitution for Europe?"

2. Good for them

This consitution needs some work to be sure, but it is a step in the right direction.

The EU has a lot to do in cutting red tape and needless administration costs. Its members have some work to do with their economies. Some have economic growth that is lower than their population growth.
