In a significant message delivered immediately prior to Bush's speech, with all eyes watching, Kofi Annan addressed the General Assembly and frankly set forth the split caused by US unilateral intervention in Iraq.

He called upon the UN membership to consider overtly the departure from established tradition caused by the Bush administration's assertion that the age of WMDs gives nations the right to engage in preemptive acts violative of national integrity and even without UN approval.

1. The BBC

cowed by Campbell and Hutton, are spinning Annan's speech as a call for reform of the UN. They say that it will effectively legitimise Bush's war after the fact, by accepting the concept of pre-emption is necessary in new circumstances.

However, elsewhere I see it is spun as an attack on Bush for weakening international law because of his pre-emptive attack in defiance of the UN.

So I am confused.
