By Maggie Fox, Health and Science Correspondent

WASHINGTON (Reuters) - President Bush (news - web sites)'s anti-abortion policy has forced family planning clinics in poor countries to close, leaving some communities without any healthcare, according to a report issued Wednesday.

Even faith-based clinics that promote abstinence -- in line with White House policy -- have had to close, according to organizers.

Under the policy, known as the Mexico City rule by supporters and the Global Gag rule by opponents, foreign family planning agencies cannot receive U.S. funds if they provide abortion services or lobby to make or keep abortion legal in their own country.

A survey of Ethiopia, Kenya, Romania and Zambia by Population Action International and the Planned Parenthood (news - web sites) Federation of America showed the rule had forced clinics to close and left many men and women without access to contraceptives that could prevent both unwanted pregnancies and AIDS (news - web sites).

1. Depopulating Africa will reduce resource seizure costs!

With so many Americans complaining about the high Iraq price tag, it's important to remember that population reduction operations can get pretty expensive fast!

By escalating depopulation efforts in Africa during the early stages of resource seizure, seizure costs can be reduced significantly, which means more profit for Brown and Root, and Halliburton, too!

2. hello there
Please edit your post. It contains much too much of the original article, and the subject doesn't match. The subject should read:

Study: U.S. Abortion Policy Closes African Clinics

And there should only be 3 or 4 paragraphs.

Thank you,

lazarus, DU moderator

3. You can SO fight AIDS with a Bible - just give him a good whack!
Edited on Thu Sep-25-03 08:22 AM by Divernan
And I bet Bob Boudelang backs me up on that.

Seriously, how many Republicans do you see with the 8 or more kids people would have if they didn't practise birth control? What lethal hypocrisy they spew!
ON EDIT:
OK. The original poster was just instructed to shorten his post, so I want to explain that I am resopnding to the following language from the original post:

"How do you fight AIDS without talking about condoms", and also referred to fact funds would be approved to distribute Bibles.

4. Arrgghh! The is where European money should go
Europe should tell Bush "sorry, you can't have money for Iraq, we're giving it to the AIDS work you said you'd fund but have now pulled out of".

5. I just read the story on Yahoo
Edited on Thu Sep-25-03 09:02 AM by nomaco-10
before I came over here. I am outraged with these policies. C-Span covered a press conference the other morning of bush* policy makers pushing "faith based initiative" programs. I'm sorry I wish I had their names, one was an asian-american woman, the other was the head of HUD, I don't recall who the other two were. This would take funds that have been traditionally doled out to the states for aid to the poor and put it into the hands of churches. This legislation has already passed in the house and was on it's way to the senate. There were maybe five reporters covering this and two were very vocal with questions and concerns, they got evasive and dismissive answers of course. One large religous organization in TEXAS was to be given a large sum of money, but demanded they be able to use god and prayer in the program, the bush* admins there said they made them take it out of their bylaw, so they got the money after all. I wish I had more info about this. Someone started a thread the other day in GD, of course it sank like a stone. I think this is outrageous.

On edit: I guess I was somewhat off topic, but I thought it was important to know how these policies are infiltrating us and being played out in US policy all over the world.

9. Another report on this study ...
US President George Bush's anti-abortion policy is having serious health repercussions in poor countries, according to a new report by the Planned Parenthood Federation.

The report says a 2001 rule barring funding for family planning groups supporting abortion has resulted in an increase in unwanted pregnancies and the number of HIV/AIDS infections in several countries in Africa.

It was one of his first acts as US president: barring aid to international organisations who offer abortions or abortion counselling as part of their family-planning services. Mr Bush's executive memorandum of early 2001 reinstated the rule that former President Bill Clinton, a Democrat, had lifted. It was originally imposed in 1984 by Republican President Ronald Reagan at a conference in Mexico City.

At the time, Mr Bush's memorandum was widely seen as a symbolic move in a US partisan war fought on moral issues. It was felt its impact abroad would be limited. Private organisations were expected to make up the loss of US government subsidies for foreign aid groups affected by the rule. Not so. The impact on African countries in particular has been more serious than many family planning groups had expected.
