General Wesley Clark's Statement on Rise in Poverty

"When I released my job creation plan, I said that tax cuts for the rich were making
Americans poor. Today, the Census Bureau reported just how poor those tax cuts are
making America's families."

"Since President Bush took office, the number of poor Americans has increased by 3
million. Some 1.7 million people descended into poverty in 2002 alone, according to
Census figures."

"Meanwhile, in the three years under Mr. Bush, the American economy has lost more
than three million private-sector jobs."

"With a record like this, he shouldn't be running for President, he should be running
for the Hills."

"The best anti-poverty program is a job. And that's why as President my top priority

1. At the risk of sounding Socialist.....

...(like that's a problem on this board) Clark, if elected, could move to spend money on upgrading much of this country's public infrastructure (ie roads bridges etc). This would call for more federal spending but what the hell. We could repeal the tax cuts on capital gains, inheritence and dividends to make up the difference.

Giving money to the average Joe who's more inclined to spend it makes more sense than giving it to fat cat millionaires.

General Clark's plan seems to have some of the flavor you suggest. It is funded through reversing changes caused by the Bush Tax plan for incomes of $200k and higher.

I heard him in an interview before he declared. He said that three people in his family are currently out of work; all of them well educated. He was sincere.

Yes, the upper income (over 200,000) tax break would be "moved" with 40-50 billion going to the states for tax relief targeted at security and first responders etc. Moved, not rolled back. Economic security. Them's the buzz words, but it works for me.
