The speech in Wichita Falls, to a capacity crowd in MSU's Akin Auditorium, was the third stop in Texas for Clark on Monday. He started in Austin, where he received the endorsement of 18 state Democratic legislators, Clark said, and stopped in Fort Worth before coming to Wichita Falls. He was still working on the endorsements Monday night, meeting with state Rep. David Farabee, D-Wichita Falls, following a brief news conference prior to his speech. Attempts Monday night to contact Farabee, who represents the 69th Congressional District of Texas, were unsuccessful, however.

"There's no real economic policy in this country," he said. "I put out a jobs policy eight days after announcing my candidacy that's better than anything the Republicans have."
At the news conference, held prior to the speech, Clark said he would rescind the latest Republican tax cuts given to Americans who make more than $200,000 a year, which he estimated would raise $100 billion over three years. About half would be put into homeland security arrangements to strengthen the country's defenses against terrorist attacks, he said.
Around $10 billion would go into tax incentives "for small business to enable them to grow, to crate more jobs. Then we'd put $20 billion back to the states to offset the effect of the bad economy and the Bush tax cuts," he said.

"Forget making more studies. The scientific community agrees - global warming is real," he said. "We understand now that our environment is connected to everybody else's. If you don't believe that, look at China. There's a brown cloud there that's getting bigger and it's moving our way."
