3. Philly folks, my question is will this start a cultural race war in Phila?

I'm concerned that Limbo's goal here is--as the right's goal always is--to divide so they can conquer. Is he deliberately trying to incite racial strife in the city? If not deliberately, is that the likely outcome? I remember Boston of just a few years ago, and wonder if we could go that route.
