Here is my take:

This IS legitimate. There IS a presidential filing in Hilary's name with the FEC. It is not a hoax. It could, however, be a draft committee. Until the people behind the filing come forward, be it Hillary's people or a draft committee, it is impossible to tell whether this is "real" or not.
