WASHINGTON (AP) — The House voted Wednesday to block the FBI and the Justice Department from using the Patriot Act to search library and book store records.

Despite a veto threat from President Bush, lawmakers voted 238-187 to block the part of the anti-terrorism law that allows the government to investigate the reading habits of terror suspects...

President Bush by approving a measure making it harder for federal agents to secretly gather information on people's library reading habits and bookstore purchases.

The House voted 238-187 to scale back the government's powers to conduct secret investigations that were authorized by the Patriot Act, a post-Sept. 11 anti-terrorism law.

"We can fight terrorism without undermining basic constitutional rights. That's what the message of today is about," said Rep. Bernie Sanders, a Vermont independent who pushed the measure through the House with the support of 38 Republicans.

The White House has warned Congress that any weakening of the Patriot Act would prompt senior advisers to recommend that Bush veto the $57.5 billion bill to fund activities next year for the
Justice Department and other federal agencies, which now contains Sanders' amendment.

The Senate has not yet debated its version of the bill.

He's more than willing to hold up the federal government and its agencies to push extend legislation that NO ONE, EVEN REPUBLICANS want. And by republicans I mean the ones with traceable brain wave patterns, not the Fallwell/Phelps following freakshows who get all the attention.

22. I think it depends on who the Pugs were who jumped ship.
If there were several who are prominent Shrub supporters, I think Shrub will back off, and say the Congress is the legislative body and they've voted. If it's a bunch of newbies who nobody knows, he'll veto it to pander to the RW base.

Am I naive in thinking this is very significant? The House? The body that seems to pass everything Bush with overwhelming majority?

I realize it is not a total repudiation of the Patriot Act but even this small show of independence floors me, unless I am in some alternate Universe and misremembering the House since Jan. 2001?

The vote reversed a narrow loss last year by lawmakers concerned about the potential invasion of privacy of innocent library users. They narrowed the proposal this year to permit the government to continue to seek out records of Internet use at libraries.

The vote came as the House debated a $57.5 billion bill covering the departments of Commerce, Justice and State. The Senate has yet to act on the measure, and GOP leaders often drop provisions offensive to Bush during final negotiations."

In a move that may signal a tougher battle ahead, the San Francisco Chronicle reports that the Republican-controlled House of Representatives voted Wednesday to remove the Patriot Act provision that "allows federal agents to examine people's book-reading habits at public libraries and bookstores as part of terrorism investigations."

The vote was 238-187 – 38 Republicans joined 199 Democrats and amendment sponsor Bernie Sanders, (I) of Vermont, in supporting the repeal. The Washington Post reports that the vote was the result of conservative Republicans, worried about government intrusion, who joined with Democrats worried about personal privacy.

House Republican leaders are not accustomed to losing, and they did not hide their anger about the result. One aide to a House leader referred to the victorious coalition as 'the crazies on the left and the crazies on the right, meeting in the middle.'

The Associated Press characterizes the vote as a slap at President Bush, who has spent much of his time over the past few weeks campaigning for an expanded USA Patriot Act. The so-called "library provision" that the Congress voted to end Thursday is one of 16 that requires renewal by Congress.
