The so-called Clean Air Visibility Rule will require Texas — and other states where industry is contributing to haze at national parks and wilderness areas —
to make a list, by 2007, of those facilities built between 1962 and 1977 that are releasing more than 250 tons of vista-damaging pollution. The state will then determine how to best control those emissions.

The state could also decide to exclude power plants, which have been shown to make significant contributions to Big Bend's haze, from installing more modern pollution equipment and instead allow them to buy and sell pollution credits with other power plants in 27 Eastern states.
