WASHINGTON (Reuters) - The White House on Monday did not rule out the possibility of sidestepping the Senate by naming John Bolton as U.N. ambassador in a recess appointment, as it urged an for an up-or-down Senate vote on the nomination.

"It is critical that we get him in place," White House spokesman Scott McClellan said of Bush's controversial nominee.

Pressed on the possibility of a recess appointment, McClellan said only, "We continue to urge the Senate to let him have an up-or-down vote on the floor."

Bush has on occasion issued recess appointments to sidestep Senate opposition to his nominees. He could do so for Bolton during the upcoming Fourth of July holiday recess or during Congress' monthlong August break. A recess appointment for Bolton would allow him to serve as ambassador through January 2007.

"We're focused on getting him an up-or-down vote on the floor of the Senate. And hopefully some Democrats will recognize that there is a reasonable effort to reach a compromise and will break with the ranks of their leadership," McClellan said.

10. The real issue is Congressional oversite
The constitution gives Congress the right to oversee matters of possible misuse of intelligence. That is why the Democratic Senators against cloture on this matter want what Steve Clemens describes as: "the Senate's right to expect the Executive Branch to comply with legitimate document and information requests when considering political appointments subject to Senate confirmation."

8. Recess appointment is only good through next full year
Bolton would be gone in 2007.

If we do what we need to do (support our own people actively from now until Nov 2006) they could stop him then. Otherwise look to lose even more in the Senate.

16. Bush will never be impeached. Never.
We don't have the votes and even if we had the votes
we don't have the spine. Too many scumbags like lieberman.

Bolton will be appointed, and he will be around long enough to do his dirty work. Hello Iran!

If the troops can take a hundred and fifteen degrees in Iraq, the legislators can take 90 degrees in Washington.
Let the Republicans declare a recess and then the Dems can show up and let the Public decide who wants to serve the people and who doesn't.

11. The administration is filibustering its own nominee
The Senate has made a perfectly reasonable request for all the records related to Bolton's prior governmental service, and the White House has been stonewalling that request. Why won't they produce Bolton's full record so that the Senate can fulfill its constitutional obligation?

14. Actually, this might not be the worst that could happen.
Bush could always nominate some other neocon who would be just as bad but less arrogant than Big Bad John. A recess appointment gets Bolton in there but with the least possible credibility. His negatives have been well publicized. He could not get confirmed by the Senate. His appointment then would rest 100% on the shoulders of Bush and would have the blot of the 18 month limit.

I think all this would weaken him and would reflect badly on Bush.
