City to boost inspections, crackdown on worst landlords

The city will soon unveil a revamped system of basement-to-roof housing inspections as part of a crackdown on the city's worst landlords in some of the poorest neighborhoods, Newsday has learned.
The initiative, which comes a decade after former Mayor Rudy Giuliani severely curtailed housing enforcement and litigation, in part through funding cuts, will mandate comprehensive inspections in buildings with chronic maintenance and financial problems.
As many as 1,500 buildings containing 20,000 apartments could be placed on an inspection list selected by city housing officials, City Council members and community groups, according to a draft agreement between Council Speaker Gifford Miller and Housing Commissioner Shaun Donovan.
Landlords would be given no notice of inspections.
