Bolton won't be weakened by recess appointment: former UN envoy

WASHINGTON (AFP) - The controversy over John Bolton would not affect his performance as the new US ambassador to the United Nations, even if President George W. Bush is forced to sidestep Congress and appoint him directly, the last person to hold the job said.

"I don't think anybody at the United Nations cares whether Bolton is supported by 60 senators or 50 senators," John Danforth said.

Democrats have blocked a Senate confirmation vote on Bolton, leading to speculation that Bush will resort to a recess appointment, clearing him to take the post until January 2007.

Former secretary of state Madeleine Albright, a Democrat who also served as UN ambassador, said Bolton would be weakened if he does not receive Senate confirmation.

"It will not be very easy for Ambassador Bolton if in fact he is a recess appointment," she said.

confirmation process, Bolton would be watched much closer than most other ambassadors have been. If he is put there via recess appointment, Shrub will take the direct hits for all Bolton's mistakes!

WASHINGTON - A growing number of Senate Republicans say that John R. Bolton will not be confirmed as U.N. ambassador unless the White House turns over documents that Democrats say they need to assess Bolton's fitness for the post.

Although the White House yesterday kept up its demand for an up-or-down vote on Bolton, these Republican senators say their chamber is in a standoff that only President Bush can resolve.

"I hope the President will take a very hard look at the documents," Sen. Lamar Alexander (R., Tenn.), a member of the Foreign Relations Committee, said in an interview. "Unless we resolve this dilemma quickly, Mr. Bolton is not going to be the U.N. ambassador."

For my part, if Bolton gets a recess appointment, I will spend a considerable amount of time flooding the members of the Security Council with every conceivable bit of news about Bolton's lack of integrity and character. Bolton does not speak for the American people!
