John Kerry's DSM Letter
John Kerry’s office has released a copy of his letter to the Senate Intelligence Committee requesting an investigation of pre-war Iraq intelligence failures (and the Downing Street Memo) to LightUpTheDarkness.org.

Dear Senator Roberts and Senator Rockefeller:
We write concerning your committee's vital examination of pre-war Iraq intelligence failures. In particular, we urge you to accelerate to completion the work of the so-called "Phase II" effort to assess how policy makers used the intelligence they received. Last year your committee completed the first phase of a two-phased effort to review the pre-war intelligence on Iraq. Phase I-begun in the summer of 2003 and completed in the summer of 2004-examined the performance of the American intelligence community in the collection and analysis of intelligence prior to the war, including an examination of the quantity and quality of U.S. intelligence on Iraqi weapons of mass destruction and the intelligence on ties between Saddam Hussein's regime and terrorist groups. At the conclusion of Phase I, your committee issued an unclassified report that made an important contribution to the American public's understanding of the issues involved. In February 2004-well over a year ago-the committee agreed to expand the scope of inquiry to include a second phase which would examine the use of intelligence by policy makers, the comparison of pre-war assessments and post-war findings, the activities of the Policy Counterterrorism Evaluation Group (PCTEG) and the Office of Special Plans in the Office of the Under Secretary of Defense for Policy, and the use of information provided by the Iraqi National Congress. The committee's efforts have taken on renewed urgency given recent revelations in the United Kingdom regarding the apparent minutes of a July 23, 2002, meeting between Prime Minister Tony Blair and his senior national security advisors. These minutes-known as the "Downing Street Memo"-raise troubling questions about the use of intelligence by American policy makers-questions that your committee is uniquely situated to address. The memo indicates that in the summer of 2002, at a time the White House was promising Congress and the American people that war would be their last resort, that they believed military action against Iraq was "inevitable." The minutes reveal that President "Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD. But the intelligence and facts were being fixed around the policy."

The American people took the warnings that the administration sounded seriously-warnings that were echoed at the United Nations and here in Congress as we voted to give the president the authority to go to war. For the sake of our democracy and our future national security, the public must know whether such warnings were driven by facts and responsible intelligence, or by political calculation. These issues need to be addressed with urgency. This remains a dangerous world, with American forces engaged in Iraq and Afghanistan, and other challenges looming in Iran and North Korea. In this environment, the American public should have the highest confidence that policy makers are using intelligence objectively-never manipulating it to justify war, but always to protect the United States. The contents of the Downing Street Memo undermine this faith and only rigorous Congressional oversight can determine the truth. We urge the committee to complete the second phase of its investigation with the maximum speed and transparency possible, producing, as it did at the end of Phase I, a comprehensive, unclassified report from which the American people can benefit directly.

Kerry was the first Senator to discuss the issue in public,

Now he is using the Senate rules to attempt to get an investigation.

Using Senate procedures to push for an investigation is the most meaningful thing Kerry could do. Even if the Republicans in control refuse the request, this will give Democrats another campaign issue to argue against GOP control in the 2006 elections.

Kerry is right to put the heat on Roberts who is covering up for Bush Co. by not pushing forward with Phase II investigation, but that letter is so weakly written. Kerry reduces "facts being fixed around the policy" to "political calculation". What mush. Did Bush Co orchestrate a symphony of heinous lies!!!!!! Kerry needs a ghostwriter.

51. No it's not a milquetoast letter. It's a letter written by an intelligent
statesman. It's got big words, with lots of syllables, which is how Senator Kerry speaks. Unlike the cretin that occupies the WH, this is a letter written by someone with a brain. I'm sure Rockefeller and Roberts, or any other thinking Senators who read it, will have very little difficulty understanding what it says.

9. Don't count on it.
If these senator's really wanted to make a statement they would go on Face the Nation, Meet the Press, etc. They would hold a news conference. This letter is a disappointment and my senator's name is on it as a co-signer.

Using the Senate rules to push for an investigation is far more meaningful.

If the Senate agrees, we have an investigation.

If the GOP controlled Senate refuses, we have another campaign issue to argue for the need for Democratic control in 2006 to hold the Republicans accountable.

but I have a feeling this will go no further. Trust me....I wish it would. I've been waiting a few weeks for Senator Kerry's response. Is anyone else just a little disappointed? Now we are to be patient and let this somehow have meaning in the 2006 elections? It isn't getting any airplay now! No one is going to listen in 2006. Our attention span isn't that long. Sorry but this just didn't do it for me.

Hopefully they will be able to get an investigation under Senate rules and we will not have to wait until next year.

I'm afraid that instant gratification isn't a realistic option. It took a long time to get Nixon out of office, and that was with a Congress controlled by Democrats.

...you believe to be Kerry's "soft" letter:

Go review in detail the Watergate Scandal from the moment that the "plumbers" were arrested at the Watergate in June 1972 until the day Nixon resigned in August 1974.

Additionally, review the work of the White House "plumbers" prior to their arrest in June 1972.

I think you'll also find that it was much easier to pursue impeachment in the 1973-1974 time-frame when the Democrats controlled both Houses of Congress.

Maybe, just maybe working within the system will be what it takes to get the ball rolling on this. Sometimes going on camera and hot- dogging it isn't always the best way to get things done, especially when the MSM is not exactly a friendly place and since they (the MSM) don't seem to be particularly interested in this issue. There were only 9 Senators willing to sign this letter? WTF? Well, isn't that special. Geez---9 Senators have the cajones to sign on to a letter supporting a fact-finding mission for TRUTH! OMG! OMG! OMG! Must make Conyers feel like he truly has the support of his fellow dems, right?

My Senators are Boxer and Feinstein. I know why Feinstein isn't signing...her hubby is making a bundle over in Iraq because of this illegal war! FYI! IMO, she's worthless.

Why didn't Reid sign this? Anyone have an idea? Byrd?

26. This explains some things
After all the Senate HAD been moving before they stole more seats for the GOP in the area whereas Conyers has to go outside the system to even get near the issue. So Kerry has to deal with a pre-existing accountability procedure going into the next phase.

It is ironically harder to rouse people on the outside with this open avenue to accountability. i forgot it even existed. It is wedge without the populist heat.

wasting every long shot opportunity to earn his presumptive status as a future candidate? He has boldly moved into secondary issues, said great and smart things, but delayed trying to lead. Worse they simply are not thinking how to move on this mess? I can't come up with a sure fire thing but who knows how much they are trying inside the DC muffler?

People dying every day, guys. Only the GOP is violating Robert's Rule of
Order and they are keeping the blood flowing.

Ship Kerry was sunk when he failed to fight the crime machine wisely and then covered it with a lofty concession. The only thing, the ONLY thing hopeful in any of the current Dem leadership's failure is the vacuum is still waiting to be filled. Our voices are keeping it from closing completely.

36. More "Letters." An OK start- but why is this coming out on a Friday?
So much for maximum exposure.

But when the Base complains, the DEMs can still say- "Kerry wrote a letter-but the media refused to cover that exciting, easy to read, quotable letter."

Call me back when he & the other star DEMs decide to go on TV tell the Red-Staters all about this. This letter is bascially a tree falling in the woods with no one to hear it.

The online, donor community already knows about all this- call me back when the star DEms are ready to put down the quills & ink and go ON TV to tell EVERYONE about it.

Seems to me that they are laying the groundwork before they go on TV, which is not surprising given that this is such a bombshell. Moreover, I don't think anybody inside the beltway is going to miss this and will understand its implications.

What I see is a calculated, team effort. Be patient and keep moving forward!

71. At this point, this is sufficient.
Twenty five years ago a letter such as this would be a virtual command or edict from on high. Heads would roll. There would be a lot of panic and hurrying and scurrying around in an attempt to cover whatever could be covered, hiding what could be and a lot of news releases to try to redirect attention.
Unfortunately, things are so very different, now. The advantage we have, now, is also a great disadvantage. The arrogance of the berserkers is so great they don't see the average senator, especially democratic, as anything more than a pest, barely worth swatting, a little attention in front of the cameras, to be ignored immediately after.
John Kerry is a gentleman senator from the old school and, in my opinion, although I wouldn't call him totally out of touch, he does seem to operate by rules that have been abandoned by the current crop of GOP troglodytes. His letter will lay the groundwork, being couched in formal legalese, for the coming fight, and, to me, it shows that he is aware of the gravity and and scope of the crimes committed.
This letter can go into the legal file whereas a ranting, argumentative missive could not.

The Repubs supposedly wouldn't allow a bill to prohibit war profiteering from reaching the floor. The spoils of war in Iraq (both now and later) are enormous. Are these the same Repubs who stated that they might allow voting paper trails in 2006, but wouldn't allow it to come to a vote for the 2004 election? Were the Florida/Ohio elections in 2004 test cases to see how altering tabulators worked (so paper trails wouldn't be needed).

73. I think I remember reading your same thoughts on Kerry before.
Sorry, but they are getting old. We're here supporting Kerry for his efforts in regards to the DSM. I would think Senator Kerry would be more informed on how to proceed with a request for further investigation into the minutes than you would. If you don't like the way he is handling it go find another senator who will be able to address the minutes the way you would.

75. This is a good letter, it deals with the issue in an intelligent manner
and it is presented in a respectful manner sure to be more willingly received and reviewed than a letter "demanding" an investigation. I am hoping Senator Rockefeller can push Senator Roberts to act on this request.
