House Panel Backs Iraq Spending

A House committee approved an $86.8 billion package for Iraq and Afghanistan on Thursday after the White House headed off a drive to convert the bill's Iraqi rebuilding aid into a loan.

The 47-14 vote by the House Appropriations Committee set up a debate next week by the full House on the package. The bill largely mirrors the $87 billion plan that President Bush proposed on Sept. 7.
