... were already verified by exit polls.

Not saying it makes any sense, but that just might be the way it was. I don't entirely believe the business about it all being on punch cards, since similar numbers are recorded across many CA counties, all with dissimilar vote recording equipment.

The punch card stuff is a ruse, I would guess, to convince the public of the necessity for touch-screen equipment.

Will have to check more on this--the only way to know for sure is if there is a profound difference statistically from county to county, and that would take some digging--comparing results to equipment used, county by county, and by voting history.

SAN FRANCISCO -- Two independent studies of California's recall election found "missing votes" in counties throughout the state, casting doubt on antiquated punch card systems.

Nearly 9 percent of people who cast ballots on punch card voting machines in Los Angeles County did not vote on whether to recall Gov. Gray Davis, said researchers at Harvard University and University of California, Berkeley. Researchers said one in 11 voters in the state's most populous county either abstained from the recall question or disqualified their selection by voting both "yes" and "no."

Even if the 4.6 percent of Californians whose ballots did not answer the recall question had voted against it, Davis would have lost. The recall passed by a margin of 10.8 percent, and Republican actor Arnold Schwarzenegger enjoyed a comfortable victory.

But California's anomalies could resonate nationwide, as counties scramble to modernize election equipment to qualify for federal funding in the 2002 Help America Vote Act. Although election equipment vendors dismissed the research as flawed and "dangerous," the researchers said the California ballots that most often failed to answer the recall question were cast on Votomatic punch card systems.

15. Voter registration exams needed?
The problems here and in large measure those uncovered in the Fla. election seem to be more a case of individual voters without the basic knowledge than a question of paper trails, electronic voting or punch cards. Maybe it is simply time to recognize that you have to demonstrate proficiency in using the voting method in your precinct to get registered.

over a quarter million votes? WTF???

How do they determine they are missing anyways? A missing vote would be a no vote right? Am I suppose to believe they contact every voter and ask them to verify their vote???

Shouldn't it have read errored or illigitament or disqualified votes instead of missing? The word Missing might have been purposly chosen to favor a change in the voting system(aka electo voting).

14. Californians Need to DEMAND a Recount In Preparation for the '04 Elections
We need to know NOW what will happen if the margin of winning is close enough for a recount. They will NEED a papertrail to verify the vote count. Why wait until the repukes steal another election to figure out the paperless trail problem????? Do it NOW!

But if there are other anomalies, it could make a difference. And furthermore, how can you say the election is fair if you don't know why there are 300,000 votes missing?

17. Having worked the polls for over 12 years, the stupidity of the voters
never amaze me. Mentally incompetants are allowed to vote. The seriously feeble minded elderly are allowed to vote. I see no reason to believe there is any conspiracy here. I rather think that there are a double digit percentage of people who could screw up a "raise your hand" voting system. We have a push screen system that also has a write-in slot with attached pencil. After the first election with this system they had to start issuing wet-wipes so we could erase the pencilled in votes on the electronic overlay screen.
