President Declares Disaster Areas and Orders Federal Funding

WASHINGTON (AHN) - President Bush has declared major disaster areas in the States of Florida, Mississippi, and Alabama today; ordering Federal aid to supplement State and local recovery efforts in the areas struck by Hurricane Dennis beginning July 10, 2005, and continuing.

Various Federal assistance in these areas can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the Hurricane.

For a period of up to 72 hours, Federal funding is available at 100 percent of the total eligible costs for emergency protective measures, including direct Federal assistance. The period of up to 72 hours at 100 percent excludes debris removal.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

4. Not to begrudge people who need assistance, but

I find that Florida draws a lot of wealthy people. And the Federal government, the generousity of the American people and many utility companies help Florida residents out year after year, yet they pay no state income tax.

Would it be wrong of me to think they should begin taxing their own residents to set up funds to help out with these emergencies?

6. It wouldn't help

They don't collect income tax, but they pay for their own state government. All states declare emergencies and get federal funding when a disaster strikes, whether they raise state income taxes or not. And since Florida does have a lot of wealthy residents, it means that they pay a lot of federal income taxes, which is where the disaster funds come from. Raising a state income tax wouldn't affect how much they get from the federal government.

Plus, federal spending on states takes a lot of forms. Education, crime, social spending, agricultural spending, boondoggles of all sorts. I don't know whether Florida gets more than their fair share.

Then again, it wouldn't hurt to analyze whether they do.
