1. As I posted earlier, this might be why:
Meanwhile,
Syria claimed its border guards were fired on by U.S. and Iraqi troops. A statement issued Thursday cited "about 100 armed clashes, some of which were carried out by American soldiers who opened fire randomly." It did not elaborate.

(Adds details)
DUBAI, July 23 (Reuters) - Al Qaeda in Iraq said on Saturday it had kidnapped the chief of the Algerian mission in Baghdad earlier this week, according to an Internet statement.
"Algeria rushed to obey the crusaders by sending its envoy to Iraq ... did you not learn from the fate of the ambassador of the Egyptian tyrant?" asked the statement on an Islamist Web site frequently used by the group led by Abu Musab al-Zarqawi.
Algerian mission chief Ali Belaroussi and the diplomatic attache were snatched by gunmen in Baghdad on Thursday.
Al Qaeda in Iraq earlier this month kidnapped and killed Egyptian mission chief Ihab el-Sherif.
