29 years after jetliner bombing, convicted man breaks silence
Knight Ridder Tribune News

CARACAS, VENEZUELA - Breaking 29 years of silence, one man convicted in the 1976 bombing of a Cuban jetliner that killed 73 people said exile militant Luis Posada Carriles should be extradited to Venezuela to stand trial in the case.

But Freddy Lugo — who claims he was an innocent dupe in the bomb plot — denied that he made incriminating statements to Venezuelan officials in their application to have Posada sent to Caracas.

Lugo said Posada should be returned because he had escaped from a Venezuelan jail before a case against him in the airliner bombing was resolved.

Posada escaped in 1985 — after an acquittal but while a prosecutor's appeal was pending. Two years later, a Caracas court acquitted Posada's associate, Cuban exile militant Orlando Bosch. But the court convicted Lugo and Hernan Ricardo.

unless it is squelched. Documents have surfaced in Venezuela, where they all lurked before and during the planning of the mass murder. It's briefly covered in this article from Miami:
Venezuela’s Deep Throat

An exclusive interview with Venezuelan investigative reporter Alicia Herrera

A reprint of We planted the bomb, so what? with documents that disappeared during the trial against Posada Carriles and other terrorists.

MAR: From what you say it seems that these documents coincide with others recently declassified and published by the University of George Washington’s National Security Archive.

AH: The declassified documents by the FBI and the CIA prove that those people participated in the bombing of the Cuban plane. They knew it before the actual bombing happened. You can see it in the declassified documents. They even said it out loud at a fund raiser in which Posada Carriles says that he is going to blow up a Cuban plane and that Orlando Bosch has all the details. And Bosch boasts of the success of the Letelier operation and the preparation of bigger things to come. The CIA knew what these people were doing, because Posada Carriles was always a CIA man and that’s no secret. Everybody knows it.

MAR: Speaking of Posada Carriles, Is he mentioned in those documents?

AH: Of course. Luis this, Luis that, that’s the name that is all over this document. “Luis knew it all.” “What did Luis tell you?” There are many details in relation to Posada Carriles that incriminate him directly to the crime. From top to bottom Posada Carriles is mentioned.

~~~~~~~~~~~~~~~~~~~~~~
People who knew about their plans went as far up as the then-President Carlos Andrés Pérez, responsible for "El Caracazo" massacre (he ordered his military to fire into a crowd of the poor in Caracas who were desperately protesting his order to drastically raise the price of their only transportation (buses)) and later impeached for gross corruption. He's also a personal friend of the elder Bush, and has publically demanded Hugo Chavez must be killed "like a dog."
