The formation of an effective police force is a mainstay of the U.S. strategy for making Iraq increasingly self-reliant in combating an insurgency against which U.S. troops are currently the main defence.
In its Aug. 8 edition, Time said a new progress report on the Iraqi Police Service by the Pentagon and State Department inspectors general found that, while improvements had been made to the training programme, serious problems remained.
Time said the report, expected to be released this week, said that "too many recruits are marginally literate; some show up for training with criminal records or physical handicaps; and some recruits allegedly are ... insurgents".
