(CBS/AP) A former CIA director and a former deputy national security adviser on Tuesday advocated major changes to the U.S. intelligence establishment in testimony before the independent commission studying the terror attacks of Sept. 11, 2001.

John M. Deutch, CIA director from 1995-1996, and James B. Steinberg, deputy national security adviser in the Clinton administration, endorsed two structural reforms: appointing a director of national intelligence separate from the CIA, and creating a domestic security service modeled after Britain's MI5.

"Although some progress has been made," Deutch said in written remarks to the commission, "I doubt that it will be possible to obtain the intelligence capability this country and its citizens deserve without a dramatic realignment that creates an executive authority that places national security first."

In an interview on the eve of his testimony, Steinberg said U.S. counterterror efforts remain hampered by decades-old walls separating by law the work of the FBI and CIA. The FBI operates domestically and traditionally focuses on catching law-breakers; the CIA works abroad and focuses on learning secrets.

WASHINGTON (AP) -- A former CIA director urged basic changes Tuesday in the ways the government collects and analyzes information on terrorist threats, but another former director cautioned that such "major surgery" might do more short-term harm than good.

The difference of opinion between John M. Deutch, intelligence director in 1995-1996, and James Schlesinger, director in 1973, mirrored a debate that has continued since the terror attacks of Sept. 11, 2001.

Testifying before the independent commission studying the attacks, Deutch said international terrorism has blurred the traditional separation of powers between the FBI, as domestic law enforcer, and the CIA, as foreign intelligence gatherer.

"In my judgment, significant change is required," Deutch said. "That separation in foreign and domestic intelligence collection places limits ... that I believe have to be removed in order to better combat the terrorist threats."

9. The problem is that it was the Bush administration

that dropped the ball on 911. The BFEE did EVERYTHING possible to stop the FBI & CIA from going after OBL or acting on known terrorist threats long before 911.

Bush blames the CIA, FBI, and now the MEDIA for things that fall squarely in his lap.
