Bolton May Find Greater Challenge on Capitol Hill Than at UN

Aug. 2 (Bloomberg) -- John Bolton's rocky road to the United Nations as the new U.S. ambassador may affect his dealings with other envoys far less than his relations with lawmakers in Washington.

Several ambassadors from other nations said that the circumstances of Bolton's ascension to the post -- being named by President George W. Bush as a recess appointment yesterday after Democrats blocked a Senate vote on his confirmation -- won't have an impact on them.

``Bush could name a reporter as representative and we would take him,'' Chinese Deputy Ambassador Zhang Yishan said. ``It is no problem. It is the right of every individual country.'' The appointment ``is an internal matter for the U.S. to decide,'' said Russian Deputy Ambassador Konstantin Dolgov.
``It is no problem for us and I don't think it is a problem for anyone,'' Greek Ambassador Adamantios Vassilakis said. ``He has the backing of his president. How he is named is their problem. No one here is influenced.''

It may be a different story when Bolton seeks to influence U.S. lawmakers as they debate legislation on UN overhaul. He will have an especially difficult time with Democrats, who criticized his demeanor throughout the confirmation process and reacted angrily yesterday when Bush used his constitutional authority to name Bolton to the post while the Senate was in recess.

is very hard to believe. It was certainly within her power to allow the nomination to be torpedoed with some well placed leaks.

Condi is supposed to be against it to make it look like there are opposing views in the administration, there aren't.

US President George W. Bush on Monday appointed John Bolton ambassador to the UN, bypassing the Senate where his nomination stalled amid charges the blunt diplomat would hurt US credibility.
"This post is too important to leave vacant any longer, especially during a war and a vital debate about UN reform," Bush said during a public appearance with Bolton, whom he said had "my complete confidence."

Bolton's appointment comes at a time when the world body is embarking on a debate about sweeping reforms, including new permanent UN Security Council members, and faces possible debates over Iran's and North Korea's nuclear programs.
