Iraq Will Have Parliamentary System

BAGHDAD, Iraq The new political system in Iraq will be centered around a strong parliament that can prevent a dictator from running the country in the future, a constitution committee member said Wednesday.

Thamer al-Ghadban said there will be bicameral system: a parliament that is elected by the people, and a regional council with representatives elected by residents of each province.

The president will be elected by the National Assembly for a four-year term, the prime minister will be the supreme commander of the armed forces, and the defense minister must be a civilian, al-Ghadban said.

He said there has been an agreement on decentralized governments in the regions. He added that there will be a “federal court whose job is to solve problems between regions or between regions and the central government.”

Is it just me or does this governmental system modeled after a certain other country.... hmmm... I am sure that wasn't done on purpose.

Iraq has been around since the dawn of time. They'll manage just fine on their own.

Iraq has only been in existance since the end of WWI, and it was created by the British. Prior to that it was part of the Ottoman Empire, and further back in history in 3500 B.C., it was known as
Mesopotamia.

8. I don't know how a country occupied by a foreign army can pass a...

...constitution that will be seen as legitimate.

They need to have a constituent assembly elected that wasn't elected under rules written by the US Army. That constituent assembly needs to pass laws that structure the way the constitution will be written, and then that constitutent assembly should dissolve iteself so that there's another election for people who will do the actual drafting.

I'd love to see Bush take the heat Tony Blair does. It would be nice to have multi-party representation.
