War Plans Drafted To Counter Terror Attacks in U.S.
Domestic Effort Is Big Shift for Military

COLORADO SPRINGS -- The U.S. military has devised its first-ever war plans for guarding against and responding to terrorist attacks in the United States, envisioning 15 potential crisis scenarios and anticipating several simultaneous strikes around the country, according to officers who drafted the plans.

The classified plans, developed here at Northern Command headquarters, outline a variety of possible roles for quick-reaction forces estimated at as many as 3,000 ground troops per attack, a number that could easily grow depending on the extent of the damage and the abilities of civilian response teams.

The possible scenarios range from "low end," relatively modest crowd-control missions to "high-end," full-scale disaster management after catastrophic attacks such as the release of a deadly biological agent or the explosion of a radiological device, several officers said.

Some of the worst-case scenarios involve three attacks at the same time, in keeping with a Pentagon directive earlier this year ordering Northcom, as the command is called, to plan for multiple simultaneous attacks.

I rather doubt that there will be regiments of terrorists attacking St. Louis, or anything like that. Unless there is an awfully good reason, these things are probably best left as criminal matters.

11. One good nuke under the Capital and we have a dictatorship
under Cheney's shadow government, at least until the states can choose new legislators. Even after they do, Cheney could refuse to give up control for a while. Taking out the media and creating confusion could prolong the dictatorship indefinitely.

It's a sad day when I am more afraid of our leaders than of enemy nations. BushCo wouldn't even have to create the attacks, they could just create a hole through which someone else could attack.

As far as I know, most state legislatures, or even the governors, can opt to appoint someone to fill a vacancy for the remainder of the term. So it would be an appointed Congress, more than likely, until the next election cycle. With all the ensuing chaos, an election or two could be postponed, or cancelled. It would be a different world.

13. So many of our first responders are also in the National Guard...
...and of course they are not here where they could do the most good in case of attacks like these. They're also not here to respond to natural disasters, either. So I guess it makes it easier for the Bushites to consider sending in the Marines to US communities, doesn't it? We're just screwed all the way around, aren't we?

It does make sense for our government to plan for worst-case scenarios, but my mistrust of the Bushites is such that I find it quite unsettling how far up the list of potential responses martial law is.

14. Such tasks have always been under the control...
... of the individual state governors and the National Guard. So, now that the National Guard is out of the country being the active duty army, we have the active duty army at home behaving like the National Guard.

Anyone see the very slight but clear oddity implicit in this? Anyone wonder why this might be?

20. This looks like a variation of a Frank Gaffney plan about four
...years ago which called for using active duty forces to quell inevitable civil disturbances in American urban areas. He called for extensive training for American ground forces in urban combat. These disturbances were expected to arise from economic and social issues, not terrorism. The posse commitatus issue has been resolved apparently by the ubiquitous terrorism bogeyman.

This plan wasn't left on Gaffney's web site very long. The neo-con generated plan pre-dated the terrorism issue.

Look at Iraq,' the former intelligence official told me. But the say, 'We've got some lessons learned – not militarily, but how we did it politically. We're not going to rely on agency pissants.' No loose ends, and that's why the C.I.A. is out of there. <10>

The most recent, and by far the most troubling, was an article in The American Conservative by intelligence analyst Philip Giraldi. His article, "In Case of Emergency, Nuke Iran," suggested the resurrection of active U.S. military planning against Iran – but with the shocking disclosure that in the event of another 9/11-type terrorist attack on U.S. soil, Vice President Dick Cheney's office wants the Pentagon to be prepared to launch a potential tactical nuclear attack on Iran – even if the Iranian government was not involved with any such terrorist attack against the U.S.:

The Pentagon, acting under instructions from Vice President Dick Cheney's office, has tasked the United States Strategic Command (STRATCOM) with drawing up a contingency plan to be employed in response to another 9/11-type terrorist attack on the United States. The plan includes a large-scale air assault on Iran employing both conventional and tactical nuclear weapons. Within Iran there are more than 450 major strategic targets, including numerous suspected nuclear-weapons-program development sites. Many of the targets are hardened or are deep underground and could not be taken out by conventional weapons, hence the nuclear option. As in the case of Iraq, the response is not conditional on Iran actually being involved in the act of terrorism directed against the United States. Several senior Air Force officers involved in the planning are reportedly appalled at the implications of what they are doing – that Iran is being set up for an unprovoked nuclear attack – but no one is prepared to damage his career by posing any objections. <11>

The US drafted plans to counter a communist attack all through the cold war. But of course communism is no longer our enemy. The Berlin wall fell in 1989, effectively ending the "red scare" that was the basis for our foreign and domestic policy since WWII. But, we simply couldn't have no enemy at all, so "terrorism" was cultivated to replace "communism." Remember that the first WTC bombing occurred in 1993, scarcely four years after the fall of the Wall.

Can't make money in peacetime! Always got to have The Boogieman to keep The Bush Family and Cheney/Halliburton in the chips!

But really, don't you feel just a little bit scared?

According to a report published Monday by the Washington Post, the Pentagon has developed its first ever war plans for operations within the continental United States, in which terrorist attacks would be used as the justification for imposing martial law on cities, regions or the entire country.

The front-page article cites sources working at the headquarters of the military’s Northern Command (Northcom), located in Colorado Springs, Colorado. The plans themselves are classified, but “officers who drafted the plans” gave details to Post reporter Bradley Graham, who was recently given a tour of Northcom headquarters at Peterson Air Force Base. The article thus appears to be a deliberate leak conducted for the purpose of accustoming the American population to the prospect of military rule.

According to Graham, “the new plans provide for what several senior officers acknowledged is the likelihood that the military will have to take charge in some situations, especially when dealing with mass-casualty attacks that could quickly overwhelm civilian resources.”

48. I read, earlier today, that they are planning to pull all the troops,
as well as civilian employees, out of the other bases around the world. This far out numbers the size of the deployment in Iraq and Afghanistan. Our children and grandchildren will curse us.

my mother used to speak of martial law as it was in Hawaii after Pearl Harbor. I'm sure this time around would be much much worse, giving the cabal a chance to round up any 'dissidents'.

44. Just imagine what would happen if within a couple weeks of each
other an attack on Iran and several Plame idictments against HIGH ranking officials. What would the populace do? Would that be enough to get everyone out into the streets? Is this what they are preparing for? Maybe I should get some sleep.

these scenarios are devised every so often in the pentagon or the war college. did you know powell and several others submitted a paper to the war college on the overthrow of the us government that was a dictatorship? no wonder the bush klan did not trust powell.

One of the breakdowns is Healthcare

Healthcare workers are not government employees its a really interesting scenario here!!! In other countries with socialized medicine the workers are government. Then the government can order them but in this climate I guess Healthcare would be drafted!!!

I can see quite a massive exodus thats for sure!!! could they stop it??? I don't know???

I am suspicious of this article. Especially since it did not bother to post direct links to the other articles it refers to in the text. I will take this with a grain of salt, but I would not put it pass this administration to be doing this or something far worse. Can everyone say FEMA?
