Yesterday's attack came when American support for Israel is at its height. Bush publicly supported Israel's air attack in Syria. The U.S. vetoed two denunciation resolutions in the UN Security Council. The IDF operation in Rafah drew no criticism or denunciation, and the U.S. has accepted the construction of the separation fence. This approach is likely to continue until the presidential elections, but the administration will probably not allow Arafat to be expelled or assassinated.
In the long run, the main implication of the attack will be a weakening in the calls to post international forces or American inspectors in the territories. Those against the idea always said that American lives must not be endangered in risky peace-keeping missions in the Middle East. Yesterday it was clear that in the present situation, the Palestinian Authority cannot ensure the safety of American diplomats in its territory. It is doubtful that Washington will want to take additional risks in sending people to this troubled land.
