Senate Intelligence chairman quietly 'fixed' intelligence, and diverted blame from White House over Iraq

Shortly after the 9/11 attacks, President George W. Bush issued an order to the Central Intelligence Agency, Department of Defense, the Federal Bureau of Investigation, the State Department, and his cabinet members that severely curtailed intelligence oversight by restricting classified information to just eight members of Congress.

?The only Members of Congress whom you or your expressly designated officers may brief regarding classified or sensitive law enforcement information,? he writes, ?are the Speaker of the House, the House Minority Leader, the Senate Majority and Minority Leaders, and the Chairs and Ranking Members of the Intelligence Committees in the House and Senate.?

But what was said to be an effort to protect the United States became a tool by which the Republican chairman of the Senate Intelligence Committee Pat Roberts (R-KS) ensured there was no serious investigation into how the administration fixed the intelligence that took the United States to war in Iraq or the fabricated documents used as evidence to do so.

Coupled with limited access to intelligence documents, RAW STORY has found that Roberts and a handful of other strategically-placed Washington players stymied all questions into pre-war intelligence on Iraq and post-invasion cover-ups, including the outing of a CIA covert agent, by using targeted leaks and artfully deflecting blame from the White House.

"British intelligence say they passed the documents to Vice President Dick Cheney's office in early 2002. The Vice President subsequently makes several visits to the CIA with "questions" about recent Niger to Iraq uranium sales.

"Sen. Rockefeller and I are committed to continue our close examination of all of the issues surrounding the Niger documents," the Kansas senator declares. "So far, I am very disturbed by what appears to be extremely sloppy handling of the issue from the outset by the CIA."

More astonishing is that CIA spokesman William Harlow stated that the agency had not obtained the Niger documents until "after the President's State of the Union speech and after the congressional briefings, and therefore had been unable to evaluate them."

At least some Democrats were complicit or at least copted into allowing this. Other Democrats not directly involved clearly prefer this whole issue to go away.

58. I have heard there are two more Grand Juries investigating all of BushCo
crimes beginning with the theft of the presidency in 2000. In two cities one in Washington, DC, don't know the other one or if it is just a rumour but if Law Enforcement really wants to bring down Bushco, having 3 different Grand Juries in three different cities is a good idea and a protection for Fitzgerald. Hope he acts soon, so many people are suffering and dying. We need someone to put a stop to it.

I have read that the Congress is reopening an investigation into 911.

Anyone with further info, please post URLs.

had been speaking AGAINST authorizing the resolution...Feinstein had even visited with El Baradi (sp?) of the IAEA...then they had that closed door meeting and several changed their mind and their votes

Hatch bleated about exactly how we were monitoring their communications, Rumsfeld freaked out, and then the restrictions on who in congress would be privy to intel were put into place.

Roberts also figures prominently in warding off bipartisan efforts to investigate WMD in Iraq - the reason given by the Bush administration for going to war.

As pressure heats up, Chairman of the Senate Armed Services Committee John Warner (R-VA) says he would support joint hearings with Roberts on “the issue” and that Roberts “had been receptive to the idea.”

That sentiment changes, however, after Roberts meets with Senate GOP leadership and Vice President Dick Cheney. The Kansas senator then says talk of hearings is “premature.”

After he went public in 2003 about the trip, senior Bush administration officials, trying to discredit Wilson's findings, told reporters that Wilson's wife, who worked at the CIA, was the one who suggested the Niger mission for her husband. Days later, Plame was named as an "agency operative" by syndicated columnist Robert D. Novak, who has said he did not realize he was, in effect, exposing a covert officer. A Senate committee report would later say evidence indicated Plame suggested Wilson for the trip.

Over the past months, however, the CIA has maintained that Wilson was chosen for the trip by senior officials in the Directorate of Operations counterproliferation division (CPD) -- not by his wife -- largely because he had handled a similar agency inquiry in Niger in 1999. On that trip, Plame, who worked in that division, had suggested him because he was planning to go there, according to Wilson and the Senate committee report.

The 2002 mission grew out of a request by Vice President Cheney on Feb. 12 for more information about a Defense Intelligence Agency report he had received that day, according to a 2004 report of the Senate Select Committee on Intelligence. An aide to Cheney would later say he did not realize at the time that this request would generate such a trip.

35. The whole point of the recent recess appointment was to
keep from having to discuss Barney Feith's OSP(Office of Spending for Pals) brewing phony intelligence in the basement toilet of the pentagon. They did not want to produce documents showing that the run-up to the war in Iraq could be used in the run-up to the war in Iran just by changing the names of the country. Who's going to actually believe the Buffoon, Liein' Leezy, Rummy, Cheney or McClellan in the future anyway without it being verified by at least TWO independent sources?

Tom Reynolds, spokesman for the ranking Democrat on the House Select Committee on Intelligence, Jane Harman (D-CA), downplayed the significance of the order, saying members continued to have access. He acknowledged, however, that the "gang of eight" had higher-level clearances.

Harman thinks this isn't a big deal? Gee, why would someone whose campaign contributions from weapons contractors range in the 70%+ range not be that concerned about restricting intelligence that determines if we should go to war?

Was ANY of this in their freakin job description (which says something about upholding the Constitution)? Congress legislated agencies like the CIA and appropriated their budgets. Institutions, that we pay for, are legal, statutory Constitutional agents of American policy. Along come a bunch of freelance, warmongering privateers who decide they are going to circumvent legitimate channels and replace them with an unelected, unlegislated, unaccountable back channel for committing fraud.

Hadley is NOT connected at all with the National Security AGENCY. He was deputy of the National Security COUNCIL. NSA supplies reports to the NSC, but the NSC is a much higher level than NSA is.

why did Roberts do this? Any Kansas folks hanging around here who might know what the Bush mafia might have on Roberts or if he has suddenly come into big bucks?

56. I don't know but it really seems like there is a "Party before Country"
attitude by the current GOP. We need to hang that around their necks during the 2006 elections since they seem to no longer believe in any checks and balances.

As my sig line says, they are just Rubber Stamps for BushCo.

Even the few Republicans I used to think had some integrity seem to have lost it. They all act like Karl Rove has a knife to the throat of one of their kids to keep them in line.

is how the four democrats on the senate intelligene committee could let Roberts and company get away with an absurdly biased report that is essentially part of the campaign to smear Wilson and blame the CIA for everything. Granted, Rockefeller wanted an investigation of the WH's use of intelligence, but that doesn't excuse what he allowed into the report.

In the Senate a slightly lower % signed the on the surface simple Kerry letter asking the committee to do the Part 2 of the WMD report it promised. I bet there is a high correlation between the known Kerry list and the unknown Kennedy list.

All this bullcrap about "Wilson's wife" and "Wilson said Cheney sent him" is a distraction from the important fact that the forgeries were CRUDE - the UN said they would not have fooled any intelligence agency.

From the OP:

The IAEA, however, is not given the documents until the end of February 2003, a year after the U.S. first acquires them. Once acquired, they determine the documents are fakes within several hours.

John Pike, director of the Washington military watchdog GlobalSecurity.org, says the Administration's line on the Niger documents raises questions.

"The thing that was so embarrassing about the episode was not simply that the documents were forgeries, but that they were clumsy forgeries, as was so quickly determined by the IAEA," he told RAW STORY. "It is one thing to be taken in, but to be so easily taken in, suggested either bewildering incompetence or intentional deception, or possibly both."

The 2002 mission grew out of a request by Vice President Cheney on Feb. 12 for more information about a Defense Intelligence Agency report he had received that day, according to a 2004 report of the Senate Select Committee on Intelligence. An aide to Cheney would later say he did not realize at the time that this request would generate such a trip.

My guess is that the DIA report said the Niger claim was horse-hocky and Stonewall Cheney pretended he needed more verification and the CIA complied. Wilson was yet ANOTHER check on the fraudulent but necessary claim. Cheney is in this up to his eyeballs.
