"We all see a spiral of violence and terror that is growing in Iraq," the French foreign minister, Dominique de Villepin, told reporters on Thursday at a summit meeting of European leaders. Noting the deterioration of the situation "in the Middle East as a whole," he said it was "important to send a message to the Iraqi people that we also want the best conditions for the reconstruction of Iraq."
