MANILA (AFP) - Resentment abroad over US President George W. Bush (news - web sites)'s alleged unilateralism is forcing Washington to gradually adjust its tactics in the global war on terror, US analysts said at a forum in the Philippines.

The world's remaining superpower alienated key European allies France and Germany earlier this year when it and Britain invaded Iraq despite failing to win specific authorization from the UN Security Council.

"In a way, the strategic problems we face is seeing others getting up against us because they distrust the way in which we are exercising our power," former undersecretary of state for political affairs Michael Armacost told the Foreign Correspondents Association in Manila Thursday.

"Of course its a problem. Its much more difficult to lead effectively if people deeply resent the way you are leading," said J. Stapleton Roy, a former US assistant secretary of state at the same forum.

by this unilateralism. Terrorism is not a country and the only way to fight it is with coordinated multi-national intelligence. But, Bushco alienates everybody and ignores foreign intelligence. That plus outing CIA anti-WMD operatives has made us more vulnerable. But the press will let the Repugs get away with claiming they are the party of "national security".
