Ex-CIA op would be sent to Venezuela if no asylum

EL PASO, Texas (Reuters) - A U.S. immigration judge ruled on Monday that if an asylum-seeking former CIA operative from Cuba is deported, he would be sent to Venezuela -- where he has been charged in connection with the 1976 bombing of a Cuban airliner -- and not returned to his Communist homeland.

The decision by U.S. Immigration Judge William Abbott came in advance of a hearing on the asylum application of 77-year-old Luis Posada Carriles, which was expected to last three to five days.

He is accused of plotting the 1976 bombing of a Cuban airliner that killed 73 people. The Venezuelan government has asked the United States for his extradition. Posada has denied involvement in the bombing and is seeking asylum in the United States. The U.S. hearing related to his immigration status and did not address the criminal charges he faces in Venezuela.

The case has placed President George W. Bush's administration in a difficult position as it tries to balance its support among the politically powerful anti-Castro Cuban-American community with its global campaign against terrorism.

OAS head asks US to extradite Posada Carriles to Venezuela

The Secretary General of the Organization of American States (OAS) Jose Miguel Insulza said on Monday the United States should extradite alleged terrorist organizer Luis Posada Carriles to Venezuela to face charges.

During an interview with the Venezuelan television station VTV, Insulza said it is necessary that the United States abide by obligations to the fight against terrorism.

Venezuela had demanded the United States extradite Posada, a Cuba-born Venezuelan accused of participating in the bomb attack against a Cuban airliner in 1976 which led to the death of 73 people.

"If there is evidence against him in Venezuela, extradition ought to take place. Posada should be extradited to Venezuela to face justice," said Insulza, who completed on Monday a two-day visit to Venezuela

The extradition petition issued by Venezuela must prevail, said Insulza, even though Posada, currently living in the United States, is 76 and ailing.

that he and his other bomb-plotting pals who conspired to assassinate Fidel Castro as he was speaking in a large auditorium in Panama were given substantial financial support they raised through their hate-radio Miami Cuban "exile" stations, and through private contributions.

The right-wing President of Panama, Mireya Moscoso, a former resident of Miami, pardoned them all after their trial, and called a Cuban "exile" in Miami to inform them of what she had done, just a week before she left office, and wouldn't have to face any flak for it.

Here she is sitting with between Condoleeza Rice and Laura Bush. She was here on business, yet was asked to stay for this concert, which, it was written, is hardly ever done. No doubt it was arranged to show solidarity.
