New Orleans Mayor Blasts Bush, Federal Response to Hurricane Katrina

NEW ORLEANS (AP) - A day before President Bush headed to the hurricane-ravaged South, Mayor Ray Nagin lashed out at federal officials, telling a local radio station "they don't have a clue what's going on down here."

Federal officials expressed sympathy but quickly defended themselves, saying they, too, were overwhelmed by the catastrophe that hit the Gulf Coast region on Monday.

Nagin's interview Thursday night on WWL radio came as President Bush planned to visit Gulf Coast communities battered by Hurricane Katrina, a visit aimed at alleviating criticism that he engineered a too-little, too-late response.

Bush viewed the damage while flying over the region Wednesday en route to Washington after cutting short his Texas vacation by two days...

2. The budget cuts ate their mandate...
Apparently FEMA got out of the business of trying to mediate the effects of disasters a couple of years ago (lack of funding) and became strictly a search-and-rescue organization.

20. Actually the State and Municipality
Are responsible for Disaster Planing. This was required under SARA Title 3, so it's been on the books for 20+ years. It's not practical to expect a Fed. Agency to be intimately familiar with all the particular difficulties and resources associated with localities spread across an entire continent.

FEMA is responsible for providing "Training" for how to "Plan" for disasters and "Manage" the response to disasters. And to provide resources to the municipalities and states in need.

It sounds like the Red Cross has been far more successful dealing with this than FEMA. Some of the recent comments by FEMA people have been somewhat discouraging, but overall I don't really want to blame them too much for this given that they have become criminally underfunded. I think I heard they were still trying to do cleanup of hurricane Ivan from last year.

52. When does the Fed step in after it recognizes ill preparedness?
I agree that it is ultimately state and municipality that is in charge of disaster planning for its area, but what is the federal system and FEMA to do when they realize that the state and city are not prepared? It was obvious to anybody who knew New Orleans that there was no infrastructure or on the ground leadership to handle this type of thing.

I'm british and have never even been to the US, but by god when he said that 'when you say New Orleans anywhere in the world people's eyes light up' he was fucking right, and I promptly lost it. My in-laws survived the storm in Lacombe in St. Tammany Parish. We have only heard from them through a message of "we're OK" by ham radio relay to a phone call to our niece in Kentucky. Then our nephew called his sister by driving to Baton Rouge to make a pay phone call. We haven't heard from them since Tuesday. They were lucky:no flooding but lots of tree damage. They will not have power, phone orr other utilities for 6-8 weeks at the least. And they are the LUCKY ones. Just east in Slidell, LA is total devastation.

Mayor Ray Nagin said: "People need to get off their fricking asses and get me some goddamn resources.

"We are sitting here on day five of the US's worst natural disaster and people are still dying. All I need is a couple of hundred extra troops and buses, it's a national disgrace."

45. Evacuating 100,000 people is not something most cities have the resources
to do. Plus, as we well know, states and cities have both been starved for funds due to this criminal administration.

They don't have a clue what is going on down there. They flew down here. One time. Two days after the doggawn event was over with TV cameras, AP reports, all kinds of goddamn - excuse my French everybody in America, but I am pissed.

I said I need everything. Now, We'll tell you this: I'll give the pResident some credit on this. They are going to give that guy - if they don't want to give it to me - full authority to get the job done and we can safe some people.

I've got 15-20,000 people over there at the Convention Center. It is bursting at the seems. The poor people in Tammany(?) Parish. They are airevacing people over here in New Orleans. We don't have anything and we are sharing with our brothers in Tammany Parish. It is awful down here.

We are getting reports and calls that are breaking my heart from people saying: I've been in my attic. I can't take it anymore. The water is upto my neck. I don't think I can hold out and that is happening as we speak.

We told everybody of the importance of the 17th Canal Street issue. We said please, please take care of this and we don't care what you do figure it out.

Everybody! Governor, Homeland Security, FEMA, you name it - we've said it and - you know - they've allowed that pumping station next to pumping station 6 to go under water. People to stay there and endanger their lives. And what happened was that when that pumping station went down, the water started flowing again into the city and it started to get to levels that probably killed more people.

In addition to that, we had water flowing through the pipes of this city. That's a powerstation over there. So there is no water flowing anymore on the East bank of New Orleans Parish. The critical water supply was destroyed, because of lack of action.

They said it was some pullies that they had to manufactor, but you know in a state of emergency you are crazy and you figure out ways to get stuff done. Then they told me that they went overnight and that they build 17 concrete structures and that they had the pullies on them and that we are going to drop them.

I flew over that thing yesterday and it is in the same shape that it was after the storm hit. There is nothing happening! And they are feeding the public a line of bull and it's spinning and people are dying down there

I've already called for martial law in the city of New Orleans. We did that a few days ago.

But we called for martial law when we realised that the looting was getting out of control and we directed all police officers to direct them to controlling the streets. They were dirty, dead tired from saving people, but they worked all night because we thought that this thing was going to blow wide open last night, so we redirected all of our resources and held it under check. I'm not sure whether we can do that another night with the current resources and I am telling you right now:

They are showing all these reports of people looting and doing all the weird stuff - and there are doing that - but people are desperate and they are trying to find food and water. The majority of them. And you've got some knuckleheads out there and they are taking advantage of this lawless, this situation where - you know - we can't really control it and they are doing some awful, awful things, but that's a small minority of the people.

Most of the people are looking to try and survive. And one of these things. Nobody talked about these things. Drugs flowing in and out of New Orleans and the surrounding metropolitan area so freely it was scary to me and that's why we had the escalation in Murrays. People don't want to talk about this, but I want to talk about this.

You had drug addicts that are now walking around this city looking for a fix and that's the reason why they were breaking in hospitals and drugstores. They are looking for something to take the edge off their Jones if you will and right now they don't have anything to take the edge off and they've probably found guns, so what you see is drugstarving, crazy addicts - drugaddicts that are reacking havoc and we don't have the manpower to deal with it. We can only target certain sections of the city and form a perimeter around them and hope to God that we are not overrun.

But... we authorized 8(0) billion dollars to go to Iraq. After 9/11 we gave the pResident unprecedented powers to take of New York and other places. You mean to tell me where most of y'all is coming through. A place that is so unique. When you mention New Orleans all over the world, everybody's eyes light up. You mean to tell me that a place where you probably have 1000s of people that have died and 1000s more that are dying everyday - that we can't figure out a way to authorize the resources that we need?

C'mon man. I'm not one of the those drug addicts - I am thinking very clearly and I don't know whose problem it is. I don't know whether it is the governor's problem. I don't know whether it is the president's problem. But somebody needs to get their ass on the plane and sit down - the two of them - and figure this out right now!

Organize people to write letters to their congressmen (email), to the president, to the governor. Flood their doggawn offices with requests to do something. This is ridiculous. I don't want to see anybody to anymore goddamn press conferences. Put a moratorium on press conferences. Don't do another press conference until the resources are in this city and then come down to the city and spend with us when there are military trucks and troops that we can't even count. Don't tell me 40,000 people are coming in. THEY ARE NOT HERE! It's too doggawn late! Get off your asses and let's do something and let's fix the biggest doggawn crisis in the history of this country

New Orleans Mayor Ray Nagin said he "talked to everybody under the sun," including President George W. Bush, but had little success accelerating the dispatch of troops and buses to his flooded city terrorized by armed gangs.

"They think small. This is a major, major, major deal," he told CNN television. He earlier told a local radio station, "every day we delay, people are dying and they're dying in the hundreds, I'm willing to bet you."

Nagin said he told Bush, who was to visit the disaster zone on Friday, that "his flying over in Air Force One does not do it justice."

"I have been all over this city and I am very frustrated because we are not able to marshall resources and we are outmanned in just about every respect. ... I am pissed."

Administration officials say they are doing their utmost to rush manpower and supplies to help survivors of Katrina, which lashed the US Gulf Coast on Monday, leaving thousands feared dead.

But they said they were hampered by the fetid waters inundating 80 percent of the city which have left tens of thousands of people stranded in squalid, sweltering and increasingly dangerous conditions.

A poll published Thursday found that 59 percent of Americans felt the federal government was not doing enough to help hurricane victims. Leading US newspapers Friday also blasted the tardy response.

"How could the government have been so unready for a crisis that was so widely predicted," asked The Washington Post.

"The sluggish, initial response ... has embittered and inflamed tens of thousands of people awaiting relief, most of them poor and black and many of them old and sick," the Post said in an editorial.

This Federal Government is a total FAILURE and needs REPLACEMENT NOW!!!
So much for strict construction ism. It's now strict destruction ism. We must do everything in our means to Impeach and red our country of this inept and evil parasite.

46. Bush will land in Mississippi but not in New Orleans
The claim is that New Orleans is too unsafe. I heard this reported on Air America Radio news this morning.

I'd like to say "unbelievable," but really, it's very believable. He's taken great pains all his life to stay out of the line of fire, so why expect him to be a hero now? He never would have gotten so far if he had something in him.

that might be construed as critical to the Bush administration. Instead they have made grand shows on such important issues as steroids. Will they dare to hold an OPEN and FAIR investigation into this collossal failure by the administration?

The mayor is not only right he has now elevated himself to true American. He is above politics. Thank God for him.
Thank God for Daryn Kagan on CNN for pointing out that the arrival of Bush in Mississppi was nothing more than a photo op for republican governors. While he shook hands with Coast Guard members and smiled more people were dying! Too little too late as usual for the little man.

The freepers are going nuts...calling this man incompetent, clueless, blah blah blah. But most of them keep making the same mistake. They compare this to the 9/11 attacks. Sorry guys, it's totally different.

The 9/11 attacks were horrible, no question about it. Many people's lives will never be the same. The infrastructure of the city was definitely adversely effected by the attack for a long time. But there is a difference.

9/11 was essentially localized (yes, the subways were messed up for a while and bridges were packed for the rest of the day and traffic was horrible, I am not in any way discounting 9/11). But, the day after 9/11 Giuliani and the government were able to come in and try and take stock of the situation and get their response going. Aside from general, and understandable, panic and fear, life in the Bronx or Brooklyn or Queens could still go on after a fashion. There were groceries and essentials people could still get if necessary. Their property was not destroyed and they were not left with nothing. Again, I am not making light of any one who lost family or who was hurt in the disaster, but what the average New Yorker lost was more of a sense of safety than anything else (which is a terrible loss). It was in many ways (and was meant to be) a psychological attack.

New Orleans is under water...not just a couple of blocks. This is a citywide disaster where the whole city is directly effected. 9/11 effected surrounding areas in a more indirect way. The physical damage after a few days was contained to a "relatively" small area. The New Orleans flooding does not have that advantage. Whole neighborhoods need to be evacuated over several miles. Hundreds of thousands of people have been displaced, many with no promise of food and water for a long period of time. Thousands and thousands of people lost everything...in a fairly short span of time. The number of people directly effected by this dwarfs 9/11. The scale also dwarfs 9/11. To criticize this mayor because New Orleans did not respond as well as New York is ludicrous.

After 9/11 there was another psychological advantage. It took about two days before absolutely everyone knew what happened and why (at least what we've been told). The country had a rallying cry. Bin Laden was on everyone's lips and everyone had a common cause. This was a random act of weather. That randomness is just as depressing as anything else. We can blame the Feds and Bush for the pitiful response times and funding cuts that led to the escalation of a tragedy that was already bad enough (which I plan to do), but in the long run the main culprit was the weather.

This mayor has to contend with a city that's devastated, broken, in for a huge rebuilding effort (years and years),and angry. Angry with no real place to direct that anger. This mayor is in over his head but I think he is doing what he can. Also, sometimes shouting and cussing gets results so to all you freepers out there judging this man and comparing to him Giuliani, enough. Giuliani didn't have to deal with anything of this scope. The comparison stinks and so does your attitude. Mister mayor...shout away. If it gets Washington up off its ass then your shouting was worth it. Good luck to you sir.

...rather than ranting from Baton Rouge, I'd take him more seriously. I agree and understand his frustration but it lacks punch when he's removed himself from the frontlines.
