A charity run by Colonel Gadafy's son, Saif al-Islam, has set up a hotline for Libyans to report rights violations.
"No to silence, no to violence against women, no to torture ... no to extra-judicial arrest ... we are with you for the sake of the truth," the Gadafy International Foundation says on its website.
It has previously been involved in negotiating the release of hostages held by Islamist militants.
Earlier this year Human Rights Watch said Libya had taken "important steps" to improve its record but serious problems remained, including violence against detainees and the holding of political prisoners.
