An immigration memo intended for embattled White House advisor Karl Rove arrived instead on the fax machine of a Democratic congressman, RAW STORY can reveal.

The focus of Smith's memo, addressed to "Hon. Karl Rove," is on immigration politics.

"Immigration needs to be considered in the context of: (1). Media Bias, (2). Animosity toward the president and (3) the feelings of the Republican base," Smith's memo states.

Smith goes on to suggest that "Liberals can easily and accurately be painted as opposing enforcement." His office did not return a call seeking comment.

Two House Republicans met with White House Deputy Chief of Staff Karl Rove yesterday to discuss immigration reform one week after the House chairman with jurisdiction over that issue predicted that Hurricane Katrina could delay it until next year.

Immigration reform is a particularly difficult issue for congressional Republicans because it divides supporters of the business community from those social conservatives whose goal is to shut down the borders and prohibit employers from hiring illegal immigrants.

The business community, on the other hand, argues that the estimated 10 million to 12 million illegal immigrants employed in this country fill jobs U.S. citizens would not otherwise take. This broad coalition, which includes large corporate interests such as the Chamber of Commerce as well as regional businesses such as seasonal crab farmers in Maryland, also argues that the relocation costs would be too high.

Kolbe and Flake have introduced a bill, along with Rep. Luis Gutierrez (D-Ill.), to register illegal immigrants currently employed in the United States as part of a national database for prospective employers. Their legislation does not require those immigrants to return to their countries of origin before gaining temporary residency.

Smith is a leader among those anti-immigration social conservatives. So was was Karl inviting him to a meeting along with two sponsors of a bill that appears to offer amnesty to illegal immigrants? This could get interesting.

Maybe Rove was planning to tell them that now that there are so many evacuees who will be desparate for all those jobs that "Americans would otherwise not take", they can appease the rest of the base by cracking down on immigration.

12. Just what are the jobs that Americans won't take?

Certainly not in construction. I know too many American citizens who are excellent construction workers who can't get hired because of the use of immigrant, both illegal and lega. What the businees people mean is that the immigrants will take the jobs at a pay much lower than Americans want to take. Illegals who work domestic jobs work for about one-half the wages of an American domestic. As long as the corporate business world takes this anti-union, anti-decent-minimum wage they will be contributing to the lasting drama of poverty in this country and since they won't pay on the front end to eliminate poverty as much as possible, they and we all will be paying on the back end when disasters such as Katrina strike this nation. "Pay me now or pay me later." Problem is the corporate greed is so rampant under our current system that they can't see the outcome and if they do see it, they don't care.
