"A former Chicago Sun-Times publisher pleaded guilty to a federal fraud charge yesterday and agreed to cooperate with a Justice Department investigation of Conrad M. Black, his former boss at Hollinger International.
Prosecutors will recommend that the former publisher, F. David Radler, 63, serve 29 months in prison and pay a fine of $250,000 for his role in the $32 million fraud. He will remain free on $500,000 bond until all proceedings in the case are concluded.
Lord Black, who founded Hollinger and built it into what once was the world's No. 3 publisher of English-language newspapers, is contesting a lawsuit by the Securities and Exchange Commission and a $425 million civil lawsuit by Hollinger contending that he looted the company through excessive, undisclosed payments to himself and associates. Lord Black has not been charged with a crime.
Mr. Radler, a native of Montreal who now lives in Vancouver, British Columbia, may be permitted under the proposed agreement to serve the prison sentence in Canada. The United States government agreed not to take a position if Mr. Radler filed an application for the International Prisoner Transfer Program."
