Bush says America must prepare for the worst

WASHINGTON President Bush says as Rita prowls the Gulf of Mexico, the country must "be ready for the worst."

Bush said citizens along the Gulf Coast need "to listen carefully to the instructions" from state and local officials.

Bush says he hopes and prays "Rita will not be a devastating storm," but everyone needs to prepare.

...

He also says the storm brought "a new opportunity" to help neighborhoods that were hurting before the storm.

73. "Worst" doesn't necessarily have to mean "natural disaster"
It could mean "terrorist attack" (which, when confronted with the dubious pre-9/11 events and their crapola intelligence, can EASILY be blamed on Team Boosh), "nucular war", "global warming", "my Presidency", etc.
