The International Committee of the Red Cross (ICRC) has said it is reviewing its operations in Iraq after the attack on its building, which killed at least 12 people.
But the BBC's Jill McGivering in Baghdad says Mr Powell's comments may not be helpful.
A clear line from Washington that agencies should stay could appear to compromise their neutrality, she says. And unlike coalition officials and the military, aid workers cannot surround themselves with intense security.
Attackers also struck three police stations across the capital, making Monday the bloodiest day in Baghdad since Saddam Hussein's regime fell to US-led forces in April.
