Some said weighing the urgent needs of the Iraqi people against the safety of their staff presented an almost impossible conundrum.
"This is horrible decision for us to have to make," said Marc Joolens, Iraq operations coordinator for medical charity Medecins Sans Frontieres.
"We are committed to our work in Iraq, but now that the heart of neutral humanitarian assistance has been attacked, we have to think again."
