BAGHDAD, Iraq (AP) - American soldiers on Friday
sealed off the village where Saddam Hussein was
born and ordered adults to register for identity
cards, while insurgents mounted a series of
harassing attacks on U.S. military and Iraqi
government targets in the northern city of Mosul.

Starting around midnight Thursday, U.S. soldiers,
Iraqi police and civil defense forces moved into
Uja, a small dusty village about 10 miles southeast
of Tikrit.

Soldiers stretched concertina wire around the
perimeter of the village and established
checkpoints. Residents over the age of 18 will be
required to have registration cards to move in and
out of the village, U.S. officers said.

The New York Times reported Friday that senior
U.S. officials believe the former Iraqi leader, who is
believed to have been on the run since U.S. forces
took over Baghdad in April, is playing a major role
in coordinating and directing attacks against
American troops.

...the Gaza Strip...surround, seal-off, round up the usual suspects, etc.

I wonder when the bulldozers will be employed to create "terrorist-free" democracy boulevards? I wonder how many male Iraqis will be "disappeared" or taken for helo rides over the open desert?

Domestic passports existed in USSR until the collapse of USSR in 1991. You couldn't check in the hotel without one, or go to a resort and rent a room there.
There was a stamp called "Propiska" meaning place of your permanent residence where it was written exactly which city and street you live in.
In Stalinist times it was impossible to move whatsoever and peasant citizens didn't have a passport at all thus they couldn't move anywhere, while in Brezhnev times you couldn't change your propiska unless you received new flat in which case you would have to go through all bureaucracy circles to get a new stamp with new fixed place of residence.
These were draconian measures all right, but there was also a good side in it, it helped solve 95% of crimes, since the police always knew where to look for the possible suspects if they had the lead.

It's called credit. Everything purchsed is tracked and just try and travle without some form of creditcard.

17. Well it sounds awful but it actually is a good idea
Last week a report came out (from where I don't remember) that the US troops are not properly trained to detect false ID's and know what should send up flags. NPR had a report on this featuring a former Air Force pilot who now drives a taxi in Baghdad. He said that fake ID's are available for $50 and that without local knowledge it would be hard to determine who should be where. He said that hiring former Iraqi military would help ease the confusion.

Like I said this sounds terrible but for Joe GI over there if there was a way to identify who they are actually talking to it would help. Now how are they going to stop these ID's from being faked?

23. From a strictly security standpoint it is a good idea
By the way do you have a driver's license or a walking ID? Were you forced to get one or did you know that you needed one for identification purposes and the ability to drive a car? Are there vagrancy laws were you live?

Look we bemoan the situation in Iraq as we read about it and the deaths of American servicemen well this is a direct action to try to stop both. No it won't win a lot of people over but I think the situation (no matter how they spin) it is such that you have to secure the area first.

the worse the problem becomes. There were 19 hijackers, none were Iragis. Next time I'm willing to bet that a few will be. And more gestapo tactics create more willing volunteers to kill Americans.

Which of course should be the goal, you are right about that.

But for right now this is a good move in THAT city. In fact this should have been what we did in Afghanistan (as much as you can) instead of smacking the hornet's nest off the tree.

27. How long will it even be effective?
How long until falsified ID cards are on the market? A few days? Maybe a couple of weeks? It just doesn't seem like any short term gains this will give us will/can last more than a few days while the negatives could, perceivably be there for years to come. Shortsighted, but I guess alot of policies are these days.

but the policy that is in place there now is obviously not working or they wouldn't have taken this step.


I do think that the rose colored view that W&co. are taking about painting schools and buying new textbooks is missing a crucial part that is necessary. Yes we must get the economy running again (that would work most everywhere ;-) ) but you must also establish a society where the rules and laws are very clear and that violating them simply will not be tolerated, much like any place that has some degree of "civilization". Should it be house to house, kicking in doors, and using dogs? No, not in a perfect situation but this is not a perfect situation, far from it. As the governing and law enforcing body you must let the people know that they are protected. No place is completely protected nor can it be but you must, especially when starting with a very dirty slate, put your foot down. That is the WHAT the HOW is a whole other argument.

US armed forces is the wrong entity to be policing a foreign nation that speaks a foreign tongue. And yes I know that, logistically, the Iraqis cannot police themselves. Seems we have a catch-22.
