Retired Army General Wesley K. Clark, touting his military credentials during the Veterans Day week, outlined yesterday a platform on veterans' issues.

Clark said he would establish a national memorial in Washington, D.C., to honor the soldiers who fought in Panama, Iraq, and Somalia; fully fund veterans' health care and extend it to reservists and National Guardsmen; and eliminate the Disabled Veterans Tax, which reduces some veterans' retirement benefits by the amount they receive in disability pay.
