In a nutshell, the Philippine Supreme Court refused to issue a temporary restraining order barring President Arroyo from exercising the dictatorial powers she assumed with order 1017. Meanwhile the arrest of elected officials continues, media owners have been frightened into silence, and Arroyo coyly announces that she is about to issue another presidential order.

SHE'S ONLY JUST BEGUN.

While critics slam her proclamation of a state of national emergency, President Gloria Macapagal-Arroyo is planning to issue yet another order to rout her perceived political enemies, Senator Joker Arroyo said yesterday.

"In what form? We don't know but in this country, there is never a secret," Arroyo said. "What we should worry about is the third one. I don't know if it is creeping martial law but there's something coming."

The warning came amid what appeared to be a setback for Arroyo's critics in the Supreme Court.

Senator Arroyo said his sources told him that the President had another order "under way" after she succeeded in "emasculating" the Senate through Executive Order No. 464 and frightened media owners with Proclamation No. 1017.

Worse, Arroyo said these orders "were planned in advance" for the "long term" but were being implemented in a calibrated manner that he described as "presidential terrorism."

1. Update: Lawyers to defy protest ban
How are the events in the Philippines important to us in America? If for no other reason, it shows how a rightwing government can paralyze the opposition and the media, and assume dictatorial powers under the guise of national security. Everything that Arroyo has done in the Philippines is feasible for Bush to do in the US.

LAWYERS said Tuesday they plan to defy a ban on rallies ordered by President Gloria Macapagal-Arroyo under an emergency declaration she issued to thwart an alleged coup attempt.

Joel Cadiz, president of the Integrated Bar of the Philippines, the country's main lawyers' group, called on judges, lawyers, students and other activists to protest on Friday, exactly one week after Arroyo's declaration.

"This is a declaration of martial law," Cadiz said. "We have no freedom of assembly and press."

The president invoked her constitutional powers to confront what she called a "tactical alliance" between communist guerrillas and right-wing "military adventurists."

In a widening crackdown, authorities have detained or charged a handful of officers in the military and police along with leftist legislators and others. Police have raided an opposition newspaper, and broadcasters were asked to restrain themselves so they would not inadvertently provide "aid or support" to those calling for the ousting of the president.

2. Bush's administration had members of the Venezuelan opposition
flown to Washington to confer with his State Department's Otto Reich and company BEFORE the coup attempt, and immediately afterward his ambassador in Caracas, Charles Shapiro raced to throw his spindly arms around the Coup President, Pedro Caramona.

Even after it was understood the coup had been voided by the people of Venezuela, Condoleeza Rice commented that Hugo Chavez had brought it upon himself.

What ARE the chances we'll be seeing similar behavior from Bush's administration concerning this coup? Bush is sending Marines to ASSIST his bitty buddy dictator, Gloria Arroyo.

US state dept. official arriving for 3-day visit

AMBASSADOR Christopher R. Hill, US Assistant Secretary of State for East Asian and Pacific Affairs, arrives in Manila Tuesday on a three-day official visit, his first to the country since assuming his current post in 2005.

The US Embassy said that apart from meeting with officials of the Department of Foreign Affairs and other government agencies, Hill will attend meetings of the Asean Regional Forum Inter-Sessional Support Group on Confidence-Building Measures and Preventive Diplomacy.

Hill assumed his responsibilities as assistant secretary of state in April 2005. He has served as ambassador to South Korea, Poland and Macedonia. He serves as the head of the US delegation to the six-party talks on the North Korean nuclear issue, and is the US state department's most senior official on East Asian and Pacific affairs.

I'm really interested in hearing more about what she has done to her journalists. No doubt there's going to be a swift smashing of the coup plotters and it'll be over in no time at all, now that reinforcements are on the way.

7. If Bush were to say that the Democrats and Al-Qaeda are in cahoots
you would have what Arroyo is using as justification for her "non-martial law" martial law: that Communist guerrillas were conspiring with the rightwing military to topple her in a coup.

I would love to give you first hand accounts of rescueing girls out of the compounds owned and operated by Military leaders in the Philippines.

Those girls are held in those compounds only let out to dance/work in the strip clubs.

They are not paid, only promised some thing way way down the road.

If they don't perform "Extra Services" for the club customers they often time have there food piosoned to make them weaker, more submissive, more willing to turn tricks for a couple of dollars to survive.

These compound are owned and operated by Philippine Military officers. I have literally been there and assisted getting girls out of those compounds. The owner showed up still in his Military uniform

The struggle you see going on now in the Philippines is the Old system of Marcos Cronies attempting to stay in power. GMA is threatening that with her proposed changes in the countries government.

Until you have been there, got the T shirt you need to learn to read between the lines

The country has been plagued for decades with a horrible system of corruption mainly ushered in by the Marcos regime. He literally installed 100s if not 1000s of his cronies in every government position imaginable. WE THE USA (Pres. Regan) supported this corrupt POS all the while he was embezzling 100s of millions of dollars in US aid and payoffs for the US bases in the area. Our support of this corruption was so profound many people in the Philippines refer to it as THE AMERICAN SYNDICATE.

The US Gov. in its infamy when they finally released the Philippines from the death grip they imposed on the Philippines when they purchased the Philippines from the Spaniards (that’s right purchased $20,000.00 not won through a war) imposed a system of government that has Provisional Commanders (Military Commanders over the provincial governments). Meaning these commanders have an imposed power over the elected Provincial Governors.

Every time GMA attempts to put in place laws against the corruption in the country there are “Counter Allegations” and sensational headlines from the opposition leaders (Marcos Cronies) against her. Just like when her “Life Styles Checks” caught Gen. Garcia. Almost immediately there were allegations against her husband. How ever when the time came to submit the evidence there was NONE. How ever it did effectively end the life styles checks designed to catch corrupt officials.

You can not possibly imagine how extensive the corruption is in that country. Every thing from applying for a driver’s permit to running for public office. You have to pay “Grease Money” even to get the county clerks to process paper work for the simplest of documents.

The famous Hello Garcia tapes are more of the same “who done it mystery” The original tapes have yet to be produced. The copies are so obviously flawed with dubbing, more over dubbing, and clicks and pops from editing no one could possibly grant them any validity.

And NO, George Bush does not grant Gloria any thing more then a very courteous “F” you politically. He wants a new base on the island of Mindanao and Gloria is not giving in. Look at the aid we presently give to the Philippines. It is only given attached to some joint military training operation in the country. It’s like a carrot on a stick. Bush (PNAC) wants in the Philippines and the policy is little more then buying their way in a piece at a time.

GMA is entrenched in politically fighting the Crony system and the Military leaders simultaneously now. She is cornered literally with few allies. But at the same time she one courageous lady.

Now you might feel Gloria is stifling Free Speech with the present Executive Order. Yes to an extent she is. But google search “Journalist Killed in Philippines”. You will see how the opposition deals with Free Speech. It’s been like a plague sweeping the country.

Arroyo has been under pressure from her economic managers -- and on Tuesday from the U.S. State Department -- to lift the state of emergency she declared last Friday after the discovery of an alleged coup plot.

However, security officials have warned that threats remain against the president and have argued for the emergency, which grants broad powers of detention, to be maintained.

MANILA, March 1 (Reuters) - Military intelligence officials said there were still risks to Philippines President Gloria Macapagal Arroyo, five days after an alleged plot to overthrow her was uncovered and a national state of emergency declared.

The senior officials, who declined to be named, warned late on Tuesday of another possible coup attempt as rumours swirled of continued unrest among Marines over the dismissal of their commander in connection with the plot.

On Monday night, the army moved 500 special forces soldiers to the main base in Manila to guard against what commanders said was the possibility of unauthorised troop movements.

Despite their comments, the officials dismissed as rumours mobile telephone text messages circulating widely in Manila which spoke of an attack at dawn on Wednesday on Arroyo's palace.

Finance Secretary Margarito Teves says the situation will be assessed later in the week, and it is possible there will be changes by Saturday.

Arroyo declared a "state of national emergency" on Feb. 24, saying she needed to use the military to crush what she described as a conspiracy to topple her by communist rebels and "military adventurists."

In a widening crackdown, 16 opposition figures face charges of rebellion and attempting a coup.

A handful of officers from the military and police have also been detained.

The Philippines is assigning extra troops to Manila as a precaution against further violence in the wake of the alleged coup attempt.

Ottawa - James Clancy, national president of the National Union of Public and General Employees (NUPGE), is urging members and supporters to protest the repressive actions of the government of President Gloria Macapagal-Arroyo of the Philippines.

"We read daily reports of arbitrary arrests, a crackdown on press freedoms and the forceful disruption of peaceful and legal protests. These are not the actions of a government that respects the democratic process or values civil and human rights," Clancy says.

He has also written a letter to the president on behalf of NUPGE's 340,000 members across Canada.

"We are urging everyone who cares about human rights and civil liberties to write the government of the Philippines and demand action to restore democratic freedoms and liberties," he adds.

Israel-based group seen investing $300M in Philippines

AFRICA Israel Investments Ltd., an Israel-based conglomerate, will invest between $250 million and $300 million in the Philippines, particularly in real estate, infrastructure, energy and water sectors, a company official said.

The amount will be Africa Israel's initial investment in the Philippines and the company is keen on infusing more cash into various Philippine industries later, said Jacob Ben-Moshe, Asia-Pacific vice president for development.

"If we find room for potential investments beyond that amount, more will be invested here," he told reporters. "We believe in the potentials of this country. Despite the state of emergency, we didn't think twice about coming here."

The Tel Aviv-listed conglomerate, owned 80 percent by diamond magnate Lev Leviev, is "comfortable" in the Philippines, Ben-Moshe said.

Shurely you can not be in support of the people (Corrupt Military) that controls, condones, and profits from Human Trafficking and exploitation of Philippine women.

Look if Liza Maza was indeed conspiring with the NPA then she does indeed need to be arrested. The ONLY people opposed to changing the feudal system of government are the Marcos Cronies who are profiting from those people's poor misfortune.

If your friend did indeed phone the Bush administration for their support they most likely offered Bush (PNAC) the US Base George has not been able to get from Gloria.

My whole point here is why are these folks so afraid of changing the government to represent ALL THE PEOPLE. That is what the coup attempt is all about. They want the corruption to remain unchanged

I'm interested in finding out more about this. I wouldn't be "prudent" to pretend to know anything more than a lockdown of the press seems like a very bad idea, as does martial law.

I don't think there's much beyond that I can discuss, as I haven't read much on the Philippines, although what I have heard discussed by American military people who spent time there would make a maggot gag. It would seem to be time they can't be all that proud to boast about.

More civilised military people used their time to go play golf, etc. and didn't spend too much time exploiting the citizens up close and "personal."

You can feel free to back off, and stop trying to involve yourself with a scuffle with me. I think you're looking for a fight I couldn't attend. Don't know who the "feminist" is you claim has been jailed, and I don't "get" your insinuations.

I am looking forward to seeing how this will end, although I have a feeling Bush's pal will, obviously, triumph, and with his blessings.

On one hand, you insinuate I'm steamed about the arrest warrent of a feminist, which I didn't know, and on another hand you want me to feel deep concern for the bar girls, which I would imagine I would, if I knew more about this. Do you think the "feminist" cares what happens to the bar girls? If she does, they you shouldn't try to use her identity to mock people you suspect might support her (if they knew who she is).

I believe you are a little hasty, and haven't thought your posts through.

For God's sake you have no idea just how bad conditions are over there.

I honestly believe Gloria is trying to do the right thing there. I’ve been there, lived there, my wife is from there. I can talk for days how horrible the system of corruption is that she is battling and trying to change. The fact that she can have all of the US support she wants by merely granting George Bush and PNAC the military base they so dearly want, is only part of it.

If any thing I am looking to see the CIA step in to get her out so PNAC can have the Military base and the corruption remain in place unchecked

I don't know what the situation is, that's why I'm trying to read as much as seems sensible, in order to learn more.

The kind of reading I'd be interested in, would have more facts in it, and would seem calmly written, and probably wouldn't favor George W. Bush.

Bush has been trying to get a new military base in the Philippines. Gloria will NOT give it to him (PNAC)

Gloria is also standing up against the Marcos Cronies, American Syndicate, System of Corruption what ever you want to call it. GMA is fighting it. The present opposition wants that to system of cronies to remain in place. That is what this is all about.

If you have concerns for Free Press I can understand that. I do not think the current crisis / martial law, is going to remain in effect very long. I have followed Gloria's political career for some time. I really don’t believe she has any intentions of a Marcos like dictatorship at all. She is actually trying to change the country from the present feudal system of government to a parliamentary system now. That is why all the phony allegations from the opposition. Once they commit to a parliamentary system the corruption will no longer be able to flourish like it has for so many years.

I talked about the exploitation of the women there. I’ve talked about the military involvement in the corruption. I’ve talked about the present system the USA put in place that grants provisional military authority that effectively negates the duly elected governor’s authority through out the provinces of the country.

But of all the problems the Philippine people face, the corruption is the worst. I could go on for days on this subject. You have to see it, be there and experience it to actually fathom just how bad it really is.

If any thing look for Bush / PNAC to work towards Glorias ouster in order to acquire a new navel base in the Philippines. Read PNAC, the specifically name the Philippines as a base of operations for a carrier group.

19. Gloria is wrong, as are you! It was the Congress that opposed US troops
being used in combat operations in the Sulu area. The Congress based its opposition on the Philippines Constitution, which barred the use of foreign troops for combat. There is a big loophole involving "advisers" and there was a firestorm regarding of how much "advising" US special forces were really doing.

Arroyo's preposterous claims about a plot involving the Communists and disgruntled elements in the military is akin to having Bush declare a state of emergency claiming that Kerry is in cahoots with Al-Qaeda.

Bush and Arroyo sleep in the same bed for she is Bush's staunchest supporter in the entire country.

The problems in the Philippines are the result of an axis of evil made up of a small elite that controls all the wealth and their allies in the military and the Catholic Church. Arroyo is only the latest "front man" for that axis of evil:

Two months after her installation as Philippine President, Gloria Macapagal Arroyo has prohibited screenings of Live Show, an internationally acclaimed documentary film, and forced the resignation of the country's chief censor because he opposed the ban. Arroyo moved against the film after Manila Archbishop Cardinal Jaime Sin and other Catholic Church leaders called on the government to do so.

Directed by Jose Javier Reyes, the documentary—which Arroyo claimed was “illicit, lewd and offensive”—examines the desperate lives of young Filipino men and women, mainly from rural areas, who perform live sex acts in Manila nightclubs. Also known as Tora, it was shown at film festivals in Europe, North America and Australia during 2000, had been approved by the Movie and Television Review and Classification Board (MTRCB), and was already screening in Philippine cinemas.

Prior to its recall, MTRCB chairman Nicanor Tiongson, a well-known film critic and academic was summonsed to a March 18 meeting with Cardinal Sin, who demanded the film's withdrawal. Tiongson, who was appointed chief censor only five weeks earlier on Sin's recommendation, rejected the Archbishop's demand. He later told the press that he was “traumatised” by Sin, who was “reeking with arrogance” and had acted as a “political tactician, not a priest”.

The next day Arroyo told the press that she would remove Tiongson if he did not recall the film—a threat repeated at a meeting on March 20 with the censor. Arroyo, who had not seen the film, attended the meeting with Sonia Zaldivar from the “Anti-Porno Movement” and a delegation of Catholic women's groups. Tiongson told the president he had no legal authority to reverse a decision made by the previous board and would not allow himself to be used as “an instrument for the repression of freedom of expression”.

The only reason there is a fracture among the elites regarding Arroyo's draconian measures is because many of them fear that social conditions and public anger will lead to a situation that they won't be able to control even if Arroyo were forced out. They fear a real revolution that would swept away with the class differences and do away with their privileges!

There is no shortage of public hostility to Arroyo. Opinion polls have consistently shown that the majority of the population wants her to resign. Recent polling has shown that more than 80 percent of respondents want the president impeached.

The opposition has been sparked by revelations that Arroyo may have urged electoral officials to rig last year’s presidential election and claims that her family members may have taken bribes from operators of the country’s pervasive illegal jeuteng lottery. But underlying the discontent are concerns about rising fuel prices, job losses and declining living standards.

The failure of Casino and other “lefts” to mobilise any significant public support is in large measure because they are thoroughly compromised. In 2001, the Stalinist Communist Party of the Philippines (CPP) and other left parties backed the so-called Peoples Power campaign supported by sections of the military, business and the Catholic hierarchy to oust Estrada and install Arroyo, claiming she would help working people. Today the “lefts” are in alliance with the right-wing backers of Estrada seeking to remove Arroyo.

The lack of any credible opposition has enabled Arroyo to hang on, for the time being at least. Six weeks ago, 10 key cabinet ministers and officials, including Arroyo’s entire economic team, walked out of the cabinet. Since then, Arroyo has been able to cling onto office by securing the tacit support of the politically influential Roman Catholic hierarchy, senior military officers and sections of big business.

Notwithstanding the WSWS's visceral dislike of anything they view as Stalinist (anyone that is not like them), the facts remain that Arroyo was involved in a scheme to bribe election officials in a manner that can only be compared to what we have seen in places like Ohio and Florida.

The solution to the social conditions in the Philippines lie in toppling the axis of evil from power, not in merely replacing Arroyo with an Aquino or Ramos clone, as comrade Sison has said:

The Arroyo regime has a definite objective in consistently belittling and mocking at the mass actions of the people outraged by electoral fraud, corruption, puppetry and human rights violations and in trying to frighten the people with the malicious claim that communists and Muslims are out to disrupt the mass actions. The rabid loyalists of the regime in the military and police forces are in fact preparing for the violent suppression of the mass actions.

They anticipate that the anti-Arroyo marches and rallies on July 25 on the occasion of the state of the nation address (SONA) will be larger than previous ones. Thus, they are now planning to block and assault the prospective rallyists. But the various forces in the broad united front are now alerted and are adopting the measures to frustrate the regime. Patriotic military and police officers have assured them that they will openly make a stand and act against the regime if its loyalists unleash violence against the rallying people.

The Arroyo regime would throw itself posthaste into the abyss if it used violence against the people. It does not have the resources that were still available to Marcos when he imposed a fascist dictatorship on the country. The suppression of legal and peaceful but militant mass actions would give justification to a wide range of militant actions for proving the inability of the regime to govern in the urban areas. Such actions would encourage the rapid spread of tactical offensives against the local police forces in the rural areas, as in Nepal from 1996 onwards.

The prolongation of the Arroyo regime by any means is nothing but an aggravation of the socio-economic and political crisis of the ruling system of big compradors and landlords. However, even if impeachment proceedings would induce Arroyo to resign and enable De Castro to replace Arroyo, he would not be able to last long in power. He would dig his own political grave by following the same Arroyo policies dictated by the US and the IMF, World Bank and WTO. The people would reject him as one complicit in electoral fraud, corruption and other high crimes of the Arroyo regime.

The broad masses of the people would not be satisfied with the replacement of one reactionary president by another through whatever method. They want ultimately to overthrow the rotten ruling system of big compradors and landlords and to establish a truly new democratic system of the working people and the middle social strata. They wish to bring about a new Philippines that is independent, democratic, just, progressive, prosperous and peace-loving. They want to liberate themselves from the clutches of imperialism and reaction.

Philippine standoff ends peacefully

MANILA (AP) — A challenge to Gloria Macapagal Arroyo's leadership by disgruntled marine officers ended without violence Sunday but signaled that efforts to oust the president likely will persist even without widespread popular support.

The five-hour standoff by marines began when their commander was relieved of his duties in the wake of what the government said was a foiled coup plot.

It left no doubt that the military has extremely restive elements that are fed up with neglect and corruption, and are susceptible to being drawn into political adventurism.

Arroyo imposed a state of emergency Friday, saying the coup plot had failed but "treasonous" elements remained. The president's critics fear the security clampdown is a step toward martial law.

I've met and know former members of the NPA

Originally they were a group of college students dedicated towards outing Marcos during the days of Martial Law imposed by Marcos. The rumors of machine gun fire at the Cebu demonstrations - VERY TRUE. These guys literally held their friends dieing in their arms even thou the American papers reported the demonstrators were dispersed with water cannons.

Now these former members have fled the NPA and fear for there life now from the NPA. Shortly there after the NPA was taken over by communist elements. The cause changed.

It is difficult at best to set in the comfort of your home here in the USA reading newspapers to make an informed decision about a country and circumstances you have never experienced in your life. I have been there, speak some of the language, have friends in high places in Manila as well as those who scrape a living off the streets in Davao.

I feel it pretty safe to say it is a VERY FAR CRY from any thing you have ever experienced in your life

23. It is a nasty situation over there right now
On 1 side you have the old ruling families who want to retain their grip on power in the country.

On the other side you have the Arroyo government who is trying to move away from system og government America left in place when we finally released the Philippines and granted them their freedom.

You have to remember the system of government the Philippines has, althou modled after American democracy was put in place by American Military commanders and in many aspects resemble the UCMJ more then what we know as American Democracy.

This actually is the second Military Coup attempt of Gloria's presidency. Mostly because she is seeking to change the form of government granting military leaders so much power there.

Keen about changing the Constitution but worried about the hundreds of millions of pesos it would cost, President Gloria Macapagal-Arroyo has broached the idea of holding elections for a proposed constitutional convention (Con-con) simultaneously with the barangay (village) polls next May.
Meanwhile, as policymakers debated Monday on when to amend the 17-year-old Charter and how to go about it, opposition to tinkering with it was mounting in the Senate.

The President's adviser on constitutional reform, Camilo Sabio, told the Inquirer that Ms Arroyo was amenable to constituting the convention as early as next year to begin the so-called Cha-cha (Charter change) process and effect a shift to a parliamentary-federal form of government.
Ms Arroyo raised the idea of simultaneous elections even before the May 10 national polls, Sabio said.
But, Sabio said, one thing is definite: Ms Arroyo prefers a Con-con, composed of elected delegates, to a constituent assembly composed of incumbent members of the Senate and the House of Representatives

We have screwed those people over long enough.

But please be on the look out for the US military to intervien on the Coup plotter's behalf. I find the timing of joint US military exercises, Edesa aniversary, and the Coup attempt rather interesting.

And how much of a coincidence do you think it is the up rising is occurring at the same time US military exercises are being conducted in the Philippines.

If any thing look for the US to help Gloria’s ouster so they can finally get the base (PNAC) they want in the Philippines.

Balikatan goes on despite emergencies in the region

PHILIPPINES -- The Balikatan exercise is proceeding normally despite growing unrest in the Philippines but the U.S. military is reminding personnel to avoid areas where people are massing for rallies, an Army spokeswoman said Saturday.

Philippines President Gloria Macapagal Arroyo proclaimed a state of emergency Friday after clashes broke out during activities marking the 20th anniversary of the four-day "people power" uprising, saying the nation faced a "clear threat" from treasonous forces.

At this point, the turmoil has had no effect on Balikatan operations, said Lt. Col. Jacquelin Lyons, a spokeswoman for the joint U.S. military advisory group at the U.S. Embassy in Manila.
"Things are going as planned," she said. "The United States military is not involved in anyway in the state of affairs of the Philippine government. We still have ongoing Balikatan activities that have not been affected."

About 5,000 Marines are taking part in the annual bilateral drill, now in its 22nd year. The exercise, which began Feb. 20, is taking place on the islands of Luzon, Cebu and Sulu.

Our century's long involvement over there, including a trumped up "war," or the modern and current-day US troops involvement in that country. It helps explain Marcos and what's going on there now much better.

Moreover, former President Aquino is known as a humanitarian, a pious and compassionate person. However, the bloody confrontation beween the striking laborers of their hacienda, and the police and military authorities and the events leading to it betray the image which garnered for her local and international admiration.

What’s more disturbing is her family’s unwillingness to confront the situation to reach a compromise. Rather, they resorted to legal and police means to end the strike. This, as we all know now, led to the unneccessary death of at least seven strikers–a stark conrast to the bloodless Peaople Power revolution which put former Pres. Aquino into power.

Coup fears raised over military tug-of-war

Senator Rodolfo Biazon said Tuesday a military coup is possible following reports the Armed Forces of the Philippines continues to suffer from demoralization among its ranks.

Biazon cited the current tug-of-war between Philippine Military Academy Class 71, which supports President Estrada, and PMA Class 78, which is on the side of Vice President Gloria Macapagal-Arroyo.

Biazon said if soldiers and military officials continue to meddle in the current political crisis, Estrada might be overthrown.

For me to look at the BIG PICTURE I think this is most important.
Gloria is the only one advocating for the average Philippine citizen to have a hand in crafting the new constitution of the country. She has placed enough faith in the process to allow theses democratically elected representatives to decide her fate.
