Rumsfeld and Pace Say Iraq Mission Is Succeeding

March 14 (Bloomberg) -- U.S. Defense Secretary Donald Rumsfeld and Joint Chiefs of Staff Chairman Peter Pace said today that while elements for a possible civil war exist in Iraq, the mission of creating a democracy there is succeeding.

``The path to civil war is available to the Iraqi people, and the path toward freedom and representative government is right there, and they're standing at the crossroads right now,'' Pace, the top U.S. military commander, said today at a Pentagon press briefing in Arlington, Virginia, near Washington.

Pace added that he is optimistic the Iraqis ``are in fact going to go down the path of prosperity for themselves.''

Sectarian violence has surged since the Feb. 22 bombing of a Shiite shrine in Samarra. The bodies of more than 85 men have been discovered across Baghdad in the past two days in both Sunni and Shiite neighborhoods, the New York Times reported today, citing the Iraqi Interior Ministry. Coordinated bombings on March 12 killed dozens of civilians in a Shiite market.

``Iraq has been in a low-intensity civil war for at least the past two or three months,'' Ted Galen Carpenter, a defense analyst at the Cato Institute in Washington, said in a telephone interview. ``After the bombing of the mosque it has ratcheted up.''

It's ``very unlikely'' that the escalation of violence can be reversed, Carpenter said.
